科特迪瓦与中国的外交关系

自从1983年3月2日两国建立外交关系后,科特迪瓦与中国的合作在很多方面不断加强,这其中包括:政治领导人的正式访问、中国与科特迪瓦签署的公约和协议、经济和金融领域的合作、议会外交、贸易往来以及商界人士的访问。

从政治和外交层面看,科特迪瓦官员对中国的首次访问是在总统乌弗埃-博瓦尼任内实现的,出访中国的是当时的国防部长里昂·科南·科菲。在此之后,首相丹尼尔·卡布兰·邓肯于1996年访问了中国。亨利·科南·贝迪埃总统很快也将对中国进行正式访问。科特迪瓦许多其他的官方机构也会到访中国,与此同时,一些中国的机构也将前往科特迪瓦访问。

我们国家也接待了到访的中国高级官员,包括:2013年5月,前来参加科特迪瓦与中国联合委员会第二次会议的中国商务部副部长;2015年,前来参加讨论非洲崛起会议的中国外交部副部长张明;2016年4月,中国人民政治协商会议主席(CPPCC)俞振声先生;2017年,中国外交部长王毅先生。除了这些高级别的官员外,科特迪瓦政府也派出了一些负责经济的官员前往中国考察或参加会议,并与中国同行进行交流。

从经济层面看,中国的国营和私营企业都对科特迪瓦表现出了兴趣,对此我们非常欢迎,因为这意味着中国将加大与科特迪瓦的贸易往来,并且增加在科特迪瓦的投资。

2017年11月2日是个令科特迪瓦人感到无比开心的日子,因为这一天苏布雷水电大坝正式开始发电,它的发电能力可以达到275兆瓦。它的造价高达3310亿非洲法郎,其中80%都是由中国援助的。还有另外三个水电坝也将由中国负责修建。

值得一提的项目还有:

——阿比让“文化宫”的修复;

——亚穆苏克罗“成员酒店”的翻新;

——内阁联盟的整修;

——阿尼亚马现代学院的扩建改造;

——疟疾防治中心和太阳能示范中心的翻新;

——阿比让-巴萨姆公路的建成;

——阿比让金融城项目;

——沈阳远大集团还将建一座占地200公顷的新城。

对于这些大型项目,以及其它一些重大项目,包括阿比让港口的扩建、在阿比让安装高分辨率监视系统、对位于Ebimpé奥运场馆的建设融资、全国电网的扩建工程和以阿拉萨纳·瓦塔拉命名的高中的成立,中国都是重要的参与方。

今年,中国公司参与的一些新项目也即将开工,它们包括:

——连接普拉托和约普贡区的第四架桥;

——格里博-波波利大坝;

——阿比让-圣佩德罗公路一期;北部公路铁比苏-布瓦凯段;

——沈阳远大集团公司即将在班热维尔开工建设的一座新城,占地200公顷;

——将Odienné至Gbéléban以及Agboville、Rubino、Cieshy之间的道路改造成柏油路;

——在PK24处开发新建一个工业区;

——阿比让金融城项目。

此外,正在洽谈中的项目还有:阿比让地铁2号线;完成科特迪瓦12个地方的供水系统;为疟疾防治中心提供设备等。

科特迪瓦与中国在军事方面的合作也非常成功。两国间不仅有代表团互访,而且中国还慷慨地为科特迪瓦培训军事骨干,并且无偿提供了各种武器装备,其中最突出的是向科特迪瓦海军捐赠了一艘巡逻艇及船舶修理设备。

在培训方面,自1995年以来,200多名科特迪瓦士兵在中国的军事院校接受了培训。从总体上讲,两国军队无论在双边层面还是多边层面,特别是在联合国维和行动的范围内,都保持着全方位的友好合作。

在文化合作方面,目前的交流还比较少,但随着孔子学院在科特迪瓦的设立以及两国就文化合作实施方案签署的协议,预计未来文化交流、高层互访等合作形式都一定会得到加强。

在旅游方面,科特迪瓦希望能够成为中国游客的旅游目的地,它能为两国间的人文交流开辟广阔前景。中国与科特迪瓦很快要开通直航,这对旅游业无疑将起到促进作用。

而且,为了推动两国间的人文交流,中国政府与科特迪瓦政府已经决定简化持普通护照公民办理签证的手续,同时对持外交和公务护照的人员给予免签证的待遇。

在教育和培训方面,中国政府为50多名在中国学习的科特迪瓦年轻人提供了政府奖学金。2017年还有300多名来自科特迪瓦不同行业的人得到了中国政府提供的学习机会。在农业、工业、基础设施、金融、医疗、媒体和教育领域的各种研讨会和培训课程也正在计划和安排中。

在贸易方面,科特迪瓦与中国的贸易赤字一直在增加。2016年,科特迪瓦从中国进口的总额是8856.99亿非洲法郎,相当于14.76165亿美元;但出口到中国的总额只有423.83亿非洲法郎,相当于7063.8333万美元。从中可以看出科特迪瓦的赤字额达到了8433.16亿非洲法郎,相当于14.05526666亿美元。为了减少巨额赤字,科特迪瓦政府希望能够增加对中国的出口,包括原材料和一些农产品。

中国是科特迪瓦在亚洲的主要贸易伙伴,同时中国也是世界上最重要的贸易国之一。从全球范围看,在采矿、农业、电信、基础设施、建筑和电气行业,科特迪瓦都真心希望与中国展开合作,从而为其发展注入活力。这一愿望在选举危机结束,阿拉萨纳·瓦塔拉成为共和国总统后表现得尤其强烈,因为瓦塔拉总统非常具有远见,他将与中国的合作放在了优先考虑的位置。

现在,科特迪瓦首脑已经公开宣布,中国不仅是科特迪瓦在亚洲的第一个合作伙伴,而且还是第一个对其进行投资的国家。科特迪瓦对中国投资者的吸引力源自与其他西非国家相比,科特迪瓦自身所具备的实力,以及政府所采取的各项改革措施和对投资者给予的优惠政策和激励机制。

 

科特迪瓦的经济财富

除了政治上重新获得稳定外,科特迪瓦还具有很强的经济实力。它拥有现代化的基础设施,这是从“科特迪瓦经济奇迹”那二十年(1960年-1980年)继承下来的:撒哈拉以南非洲的第二大港口、重要的道路网络和一个刚刚完成扩建和现代化改造的机场。在农业方面,科特迪瓦的农业在GDP中的占比达到28%,它是世界上最大的可可生产国,市场占有率超过了35%。它的几项农作物的出口数量(橡胶、棉花、咖啡、油棕、香蕉、菠萝、可乐果树等)都居非洲第一。它的腰果产量也处在世界领先地位。第二产业包括:原油提炼、建筑和农产品加工(它们在GDP中的占比是25%)。

第三产业(在GDP中的占比是47%)主要有银行业、移动电话(有五个运营商)以及信息和通信技术。得益于一些年来对石油和天然气储备的开采,科特迪瓦的能源不仅完全能够满足自己的需要,而且还可以向撒哈拉以南地区出口电力和石油产品。科特迪瓦的原油提炼能力在撒哈拉以南的非洲地区名列第二。

科特迪瓦政府还有一个雄心勃勃的投资计划,旨在到2020年将国家发展成为一个新兴经济体,同时继续降低贫困比率。第一个国家发展计划(PND)(2012-2015)期间,国家收入增加了86亿美元(相当于43190亿非洲法郎)。第二个国家发展计划(2016-2020)期间,为了确保可持续增长,要大力鼓励私营企业的发展,并且进行结构性改革。

改革和具有吸引力的营商环境

根据世界银行提供的投资环境报告,2014年、2015年科特迪瓦都位于世界上锐意改革国家的前十名。同时它也是非洲最具投资吸引力的十个国家之一(根据2016年世界经济论坛发布的竞争力指数,它在非洲列居第七)。

国际机构之所以能给出这样良好的评级结果是因为科特迪瓦当局实施了大胆的改革,目的就是要为国家的社会经济发展吸引尽可能多的投资者。

首先,科特迪瓦投资促进中心(CEPICI)为投资者提供了一站式服务,提高了办事效率,具体包括:

1. 简化行政手续;

2.降低成本,缩短办理行政手续所需的时间(24小时内);

3.确保投资者的要求符合投资法规;

4.(与其它相关部门协作)对投资者执行投资法规的过程进行监督并做出评价。

第二,投资法规和一些投资法律对投资者来说也是非常优惠的,它们包括:

●境外和境内投资者享有同等待遇;

●所有投资获得的收入均可自由汇出科特迪瓦;

●政府确保投资者可以获得工业用地及配套服务;

●发放所有所需的签证和工作许可证;

●能够获得所有当地原材料资源。

投资保证:

●所有形式的私有财产都能受到保护(包括建筑物、设备、财产);

●科特迪瓦与投资者来源国之间签署的投资保证协议中的所有条款。

在开发阶段的头两年可以享受下列激励政策:

●设备和投入无需缴纳增值税;

●设备、供应品和第一批零备件在进口时免50%的进口关税;

●减少雇员的社会保障缴款。

5到15年的长期激励政策取决于所投资的领域:

●免征企业所得税;

●免征专利和许可费;

●减少雇员的社会保障缴款。

第三,成立一个新的加速解决贸易纠纷的商事法庭和仲裁庭。

除了以上这些改革和激励举措,科特迪瓦还拥有丰富的资源和许多有利于投资发展的优质设备,它们包括:

 

可靠的能源供应

装机容量:2000兆瓦,2020年将增加至4000兆瓦(热能:30%;水能:60%;可再生能源:10%),多余的能源可以出口到邻国。

工业税:平均每千瓦时0.12美元(具体价格视技术含量而定)。根据亚洲开发银行2013年提供的报告,2010年撒哈拉以南非洲国家的工业税是平均每千瓦时0.14美元。

 

密集的运输网络

密集并且不断进行现代化升级的运输网络:

——不断完善的道路、铁路和空中网络;

—— 1260公里长的铁路网络;

——两个国际港口(阿比让和圣佩德罗);

—— 60个带跑道的机场,其中两个是国际机场(阿比让和亚穆苏克罗);

——开放的电信网络(一个固定线路运营商和五个移动运营商)。

 

工业园区的增加和现代化升级

科特迪瓦工业园区的目标区域位于:

——阿比让(1825公顷,划分为四个区)

——博努阿(500公顷)

——亚穆苏克罗(700公顷)

——圣佩德罗(200公顷)

——布瓦凯(500公顷)

劳动力素质

科特迪瓦的劳动力不仅有技能和经验,而且成本具有竞争力。与该区域的其他国家和一些亚洲国家、拉美国家相比,它在劳动力流动、技术培训和成本方面都颇有优势。

高等院校和公立及私立医疗基础设施

在科特迪瓦学龄儿童就学非常容易,而且科特迪瓦还拥有具备国际水准的大学和公立学校,此外,美国、加拿大、英国、西班牙和法国也在这里设有私立学校。

 

从上述介绍可以明显看出,科特迪瓦在与中国建立外交关系35年后,友谊和合作正在日益加强。在庆祝建交纪念日之际我们不仅要肯定成绩,也要发现不足之处。我们要更加夯实合作基础,真正实现互惠互利。考虑到当今形势,合作能使双方都受益匪浅,而且对两国人民也有积极意义。

合作共赢的伙伴关系也是中国所倡导的,因为它能惠及到每个人。而且中国的确正在大规模、全方位地助力科特迪瓦的发展,帮助它实现到2020年成为新兴国家的宏伟目标。

与此同时,科特迪瓦也全力支持中国实现其将国家建议成为一个现代化社会主义国家的梦想,到2050年,中国将发展得更繁荣、强大、民主、文明、和谐。(编辑:常浩)


35 Years of Diplomatics Relations Between Cote d'Ivoire and China: What Balance Sheets and What Prospects?

Sino-Ivoirians bilateral relations

Since the establishment of their bilateral diplomatic relations on March 2, 1983, cooperation between the Republic of Côte d'Ivoire and the People's Republic of China has continued to strengthen in many ways: official visits by political figures, Sino-Ivorian conventions, and agreements, economic and financial cooperation, parliamentary diplomacy, trade, and visits by economic operators.

Politically and diplomatically, the first visit of an Ivorian official to China, under President Félix Houphouët-Boigny, was that of Minister Léon Konan KOFFI, Minister of Defense, followed by that of Prime Minister Daniel Kablan DUNCAN in 1996. President Henri Konan BEDIE will also make an official visit thereafter in China.Many other official missions will be carried out by several Ivorian personalities in China and vice versa.

Our country has also hosted high-ranking Chinese officials, including the Chinese Vice-Minister of Commerce at the 2nd session of the Ivorian-Chinese Joint Commission in May 2013, Chinese Vice Foreign Minister Zhang Ming during the Conference on the emergence of Africa in 2015, the President of the Chinese People's Political Consultative Conference (CPPCC), Mr. Yu Zheng sheng in April 2016, and his Excellency Mr. WANG Yi, the Chinese Foreign Affairs Minister, in 2017.

In addition to these high-ranking officials, members of the Government of Côte d'Ivoire have carried out economic prospecting missions, either as a lead or on the sidelines of other missions of their respective departments to meet their Chinese counterparts.

On the economic front, the attractiveness of Côte d'Ivoire to both Chinese public and private economic operators is to be welcomed. This has had the effect of boosting trade and the volume of Chinese investments in Côte d'Ivoire.

Côte d'Ivoire is delighted with the start on Thursday, November 2, 2017, of the hydroelectric dam of Soubré, with a production capacity of 275 megawatts at a cost of 331 billion CFA Francs, financed up to 80% by Chinese cooperation. Three other hydroelectric dams will also be built by the Chinese on the same river as the first.

It is also worth mentioning projects such as:

– The renovation of the“Palais de la culture”of Abidjan

– The renovation of the“Hotel les Députés”in Yamoussoukro;

– The renovation of the ministerial bloc;

– The renovation and the extension of the Modern College of Anyama;

– The renovation of the Malaria Control Center and the Solar Energy Demonstration Center.

– The realization of the Abidjan-Bassam highway;

– The Abidjan Finance City project;

– The next construction of a new city by Shenyang Yuanda Group on 200 hectares.

To these major projects, must be added other major projects of which China is a stakeholder. These include, among others, the extension of the Port of Abidjan, the installation of a high-resolution surveillance system  Abidjan, the financing of the construction of the Olympic Stadium at Ebimpé, works an extension of the national electricity network, as well as the Alassane OUATTARA High School of Excellence.

For this year, a number of projects in which Chinese companies are interested will start. We can remember in particular:

– The fourth bridge to connect the districts of Plateau and Yopougon,

– The Gribo-Popoli dam,

– The first section of the Abidjan-San Pedro Highway, and the Tiébissou-Bouaké section of the northern highway;

– The upcoming construction of a new city by Shenyang Yuanda Group, on 200 ha in Bingerville;

– The development and asphalting of the Odienné-Gbéléban and Agboville-Rubino-Cieshy roads;

– The development of a new industrial zone at PK24;

– The Abidjan Finance City project;

In addition, discussions should also progress on other projects such as Line 2 of the Abidjan Metro, the completion of water supply in 12 localities of Côte d'Ivoire, equipment provision to the Center. The fight against malaria, etc.

In addition to these two sectors, Côte d'Ivoire also has a very successful military cooperation with China. Apart from delegation visits between our two countries, our country greatly benefits from the generosity of China in terms of training of our military cadres and various equipment gifts. Among which the most prominent one is the donation of a patrol boat and ship repair equipment to the Ivorian Navy.

In terms of training, since 1995, more than 200 soldiers have been trained in Chinese military schools and academies. In total, there is a clear rapprochement and all-out cooperation between our two armies, whether at the bilateral level or at the multilateral level, particularly in the context of United Nations peacekeeping operations.

In terms of cultural cooperation, exchanges are still marginal but are likely to intensify thanks to the opening of a Confucius Institute in Côte d'Ivoire and the signing of the Program of Implementation of the Agreement on Cultural Cooperation between our two countries which provides for cultural exchanges and high-level visits between the two parties.

In terms of tourism, Côte d'Ivoire is to be welcomed as a tourist destination for Chinese nationals. This opens up great prospects in this area between the two countries. And the very forthcoming opening of a direct airline between China and Côte d'Ivoire will certainly boost trade in this sector.

Moreover, in order to promote human exchange between the two countries, the Chinese and Ivorian governments have made it easier for them to obtain visas to holders of ordinary passports and to exempt visas to holders of diplomatic, service and publics affairs passports.

In terms of education and training, the Chinese State has granted government scholarships to more than fifty young Ivorians to study in China and more than three hundred (300) Ivoirians from different sectors of activity have benefited from year 2017, seminars and training courses in the agricultural, industrial, infrastructural, financial, health, media and educational fields are also planned.

With regard to trade, Côte d'Ivoire has a growing trade deficit vis-a-vis China. In 2016, Côte d'Ivoire imported 885,699,000,000 FCFA or 1,476,165,000 USD and exported to China 42,383,000,000 FCFA or 70,638,333 USD. This translates into a deficit of 843 316 000 000 FCFA or 1 405 526 666 USD.To make up for this shortfall, Côte d'Ivoire wants to increase its exports, including raw products to China as well as some agricultural manufactured products.

China is Côte d'Ivoire's leading partner in Asia and one of the world's leading trading nations.Globally, whether in sectors such as mining, agriculture, telecommunications, infrastructure, construction, and electricity, there is a real desire to inject momentum into a collaboration between China and Côte d'Ivoire. This desire was especially apparent after the end of the post-electoral crisis and since the accession to the supreme office of the President of the Republic, His Excellency Mr. Alassane OUATTARA, who, as a true visionary has made cooperation with China, one of its priorities.

Today, with the political will clearly expressed by the Ivorian Head of State, China is not only the first partner of Côte d'Ivoire in Asia and has become the first investor in our country. The secret of the attractiveness of Côte d'Ivoire to Chinese investors is based on the strengths of the country compared to other West African countries and also on the reforms of all kinds and the very favorable measures and incentives put in place by the Ivorian authorities.

Economic assets of Côte d'Ivoire

In addition to renewed political stability, Côte d'Ivoire has strong economic strengths. It has modern infrastructures inherited from the two decades of the "Ivorian economic miracle" (1960-1980): the second largest port in sub-Saharan Africa, an important road network, a recently enlarged and modernized airport. In the agricultural sector, which accounts for 28% of the GDP, the country is the world's largest cocoa producer with more than 35% of the market. It ranks first in Africa for several other agricultural export crops (rubber, cotton, coffee, oil palm, banana, pineapple, colas, etc.), and the world leader in cashew nuts. The secondary sector (25% of GDP) is dominated by crude oil refining, construction, and agro-food processing.

The tertiary sector (47% of GDP) is strongly dominated by banking, mobile telephony (5 operators) and information and communication technologies. The country ensures its energy self-sufficiency thanks to the exploitation for some years of gas and oil deposits. These products have enabled it to export electricity and petroleum products to the sub-region, with its refinery ranking second in sub-Saharan Africa.

In addition, the Ivorian authorities have an ambitious investment program aimed at making the country an emerging economy by 2020, and to continue to reduce the poverty rate. A first National Development Plan (PND) (2012-2015) raised $ 8.6 billion (CFAF 4,319 billion). The second National Development Program, which covers the 2016-2020 period, provides for major structural reforms aimed at stimulating sustained growth, driven by the private sector, and structurally transforming the economy.

Reforms and very attractive business environment

Côte d'Ivoire ranked among the top 10 reformers in the world, according to World Bank Doing Business reports in 2014 and 2015 and the top 10 most attractive countries for investment in Africa (Competitiveness Index World Economic Forum 2016), 7th in Africa (No. 1 for improvement).

The current good rating of international institutions has been possible trough the courageous reforms implemented by the Ivorian authorities to attract most investors for the social and economic development of the country.

Firstly, CEPICI, Center for the Promotion of Investments in Côte d'Ivoire, one-stop shop for investment in Côte d'Ivoire has been reorganized to make it more efficient. This reorganization includes:

1. Facilitation of administrative formalities;

2. Reduction of costs and administrative delay (within 24 hours);

3. The processing of investor requests in compliance with the Investment Code;

4. Monitoring and evaluation (in cooperation with the relevant ministries) of the implementation of the provisions of the Investment Code.

Then, the Investment Code and some investment laws were made more favorable. These new provisions introduce:

Equal treatment for foreign and local investors:

● Free transfer outside Côte d'Ivoire for all income generated by an investment;

● Government to ensure availability of serviced industrial land;

● Issuance of all necessary visas and work permits;

● Access to all local raw materials resources.

The investment guarantee:

● All forms of private property are protected (buildings, equipment, property);

● Investment protection agreement between Côte d'Ivoire and the investor's country of origin.

Incentives valid for 2 years during the development phases:

● No VAT on equipment and inputs;

● 50% reduction in import duties on equipment, supplies and first spare parts;

● Reduction of employees' social security contributions.

Long-term incentives for 5 to 15 years depending on the area of implantation:

● Exemption from corporate income tax;

● Exemption from patent and license fees;

● Reduction of employees' social security contributions.

And finally, the creation of a new Commercial Court and a new arbitral tribunal to accelerate trade disputes.

In addition to these reforms, Côte d'Ivoire has enormous assets. The country is indeed endowed with numerous quality equipment which favors the development of the investments. These include:

Reliable energy supply

Installed capacity: 2000 MW to double to 4000 MW in 2020 (Thermal: 30%, Hydro: 60%, Renewable: 10%).

Energy surplus exported to neighboring countries.

Industry tariffs: USD 0.12 per kWh on average, depending on the technical configuration, in line with the average for Africa (USD 0.14 average for sub-Saharan Africa in 2010, ADB report 2013).

Dense transport network

Dense transport network and constantly modernized

– Major and constantly improving road, rail and air networks;

– Road network of 82,000 km of roads with more than 7,000 km of paved roads;

– 1,260 km railway network;

– Two international seaports (Abidjan and San Pedro);

– Sixty airports with a paved runway, including two international airports (Abidjan and Yamoussoukro);

– Telecommunication network liberalized (1 fixed-line operator and 5 mobile operators).

Increase and modernization of industrial parks

Targeted areas for industrial parks in Côte d'Ivoire are located as indicated:

– Abidjan (1,825 ha divided into four districts)

– Bonoua (500 ha)

– Yamoussoukro (700 ha)

– San Pedro (200 ha)

– Bouaké (500 ha)

Quality labor

Availability of skilled and experienced labor at competitive costs.The flexibility of the labor regulatory framework, technical training in almost all sectors, cost of work comparable to that of the countries of the region and some Asian and Latin American countries.

High Schools and Universities and Public and Private Health reference Infrastructures

Easy of finding schools for schooling children and parents if they wish with universities and public Ivorian schools that are of international standard and the existence of American, Canadian, British, Spanish and French private schools.

Easy access to health care because Côte d'Ivoire has reference public and private health facilities (clinics).

According to this presentation, it should be recognized that the strengthening of friendship and cooperation between Côte d'Ivoire and China is clearly perceptible after 35 years of diplomatic relations between the two countries.

The celebration of this anniversary will make it possible to evaluate the progressand the insufficiencies of our cooperation, to start on new bases more solid and mutually profitable.

For the time being, it is to be welcomed because this cooperation has greatly benefited both parties and is generally positive for both countries and the two peoples.

The "win-win" partnership advocated by China, in which everyone has to benefit, has greatly benefited Côte d'Ivoire. China, with its massive and multifaceted support, is supporting Côte d'Ivoire in its quest for development and its ambition to become an emerging country by 2020.

Côte d'Ivoire strongly supports China in its struggle to achieve its dream of building a modern socialist state, prosperous, powerful, democratic, more civilized and harmonious Nation by 2050.
