2018年5月26日,布基纳法索与中华人民共和国恢复了外交关系,自那时起,两国开始在不同领域展开合作。在恢复外交关系后的一年里,两国在经济、商贸、健康、农业和军事领域合作取得了显著成效。两国关系在动态中得到巩固,增进了两国人民的幸福感。塞杜·辛卡(Seydou Sinka)是布基纳法索外交和合作部秘书长。2019年6月24日-25日,他参加了中非合作论坛北京峰会成果落实协调人会议。《中国投资》与塞杜·辛卡秘书长就布基纳法索与中国之间的双边合作问题、中非关系问题与一带一路倡议进行了对话。

恢复外交关系一年成果

《中国投资》:您如何评价布基纳法索与中国恢复外交关系一年后的双边合作情况?

塞杜·辛卡:布基纳法索与中国在2018年5月26日恢复建交。两国在1994年断交了,经过了24年的风风雨雨,两国恢复了外交关系并开始朝着更加积极的方向、以更加迅猛的进步速度发展。两国政府彼此信任,两国间合作富有活力,为两国在大项目上协同合作创造条件,中国与其他非洲国家之间的合作亦是建立在信任和活力的基础上的。

《中国投资》:请您举例阐述布基纳法索与中国恢复外交关系后的成就。

塞杜·辛卡:在两国恢复双边关系期间,布基纳法索政府正在开展很多重大项目,这些项目都属于国家经济社会发展计划中的一部分。两国恢复建交后,重要的是确定哪些项目要优先发展,也就是说,要确定出哪些项目可以在中国与布基纳法索合作的框架下进行。健康产业被确定为优先发展的产业之一,其中有瓦加杜古市唐冈多钴医院的装修项目以及重新修建库杜古医院的项目,此外还有博博迪乌拉索市大学医院中心的建设项目,工程即将开工,竣工后该医院将是西部非洲最大的医院。两国在医疗服务领域也有合作,在布基纳法索有中国的医疗专家,布基纳法索的医疗专业人员也在中国进修。中国专家在布基纳法索进行白内障手术,帮助了很多布基纳法索人恢复视力。

两国在教育领域深化务实合作。6月15日两国宣布,将开启100座教学大楼的建设计划。我们认为这一举动有助于夯实布基纳法索与中国的关系。

两国在基础设施领域正在进行许多磋商,探讨瓦拉古-博博迪乌拉索高速公路的建设问题,这条高速公路会一直延伸到科特迪瓦。我们希望在磋商接近尾声时这一项目能够得到敲定。

就能力建设方面而言,每年都有600名左右来自各个领域的布基纳法索管理人员在中国受训。有超过100名布基纳法索人在中国进行过长达两周或三周甚至于六个月的实习项目。在青年就业方面,大约有20位布基纳法索青年人在中国接受过职业训练,他们在制冷、机械、管道方面获得的知识和技能为他们自己做生意,为创业创造了条件。

除了两国领导间的高层交流以外,还有其他的人员互访。2018年9月,布基纳法索总统罗克·马克·克里斯蒂安·卡博雷到访中国参加中非合作论坛。在此次论坛期间,布基纳法索商人得以借此机会与中国有关方面进行交流。去年4月布基纳法索外交部长率领访问团到访北京,探讨布基纳法索与中国双边合作共同委员会的组建事宜。在此次会议上,提出了两国在未来三年在经济与商贸领域的合作框架。共同委员会的成功组建反映出两国双边合作具有活力。

《中国投资》:两国合作面临哪些挑战?

塞杜·辛卡:两国合作面临的挑战与发展速度相关,我们必须清醒地意识到,两国的发展速度必将是越来越快的。一些项目甚至还没有得到很好的收尾,这会影响项目实现效益最大化。中方重视惠民项目,我们也需要开展更多这样惠及于民的项目工程。人民需要了解中国与非洲国家之间有良好的合作。非洲国家需要加快自己的发展速度,跟上步伐,最大程度地惠及于民,这是目前的挑战。

《中国投资》:中国提出要与非洲建立高质量的合作,您对此有何看法?

塞杜·辛卡:中国完全将非洲视为自己的伙伴,这是一种平等、双赢的合作关系。尽管人们通常认为发展中国家间的合作关系质量都较为一般,但中国想要缔结高质量的南南合作关系。中国现在已经是世界经济大国了,中国想要与非洲分享其发展成果。中国与非洲的合作是建立在命运共同体与可持续发展的原则之上的。

《中国投资》: 请问在中非建立高质量合作的背景下,布基纳法索采取了哪些务实行动?

塞杜·辛卡:首先,所有与中国合作伙伴进行的商讨我们都参与,目的是确保两国的外交渠道保持畅通。布基纳法索驻华使馆在北京,新任命的大使马上就会赴任。中国驻布基纳法索使馆建在瓦加杜古,大使先生非常有活力,对我国很多活动都给予支持。我们在努力实现两国合作的目标,进而使我国人民从中国的支持中受惠。即便是在两国恢复外交关系之前,布基纳法索人民也没有停止频繁去往中国的脚步。如今,布基纳法索与中国有很多贸易往来。中国产品在布基纳法索甚至是整个非洲都随处可见。布基纳法索也将产品出口至中国,有40多种农产品远销中国市场。非洲出口中国的产品大约有350种,这意味着我们需要做的还有很多,为此我们对日常工作非常重视,以便使承诺的每一件事都能落到实处。中非合作论坛非方共同主席国塞内加尔外交部长强调,非洲国家需要建立内部机制对中非合作进行评估,其中包括在2018年9月中非合作论坛北京峰会提出的8项倡议,以便确定这些倡议取得的成果。

期待早日加入一带一路

《中国投资》:个别国家倡导单边主义和保护主义,在这一背景下,如何推动中非合作?

塞杜·辛卡:在目前这种国际背景的烘托下,中国和非洲的地位尤为重要。认清这种重要性有助于我们更好地做出规划以便从中取得更大的收获。如今,中国和非洲都支持能够使国家实现发展的多边主义和自由贸易。中国和非洲必须能够在当今世界局势下有一定的话语权,并能捍卫自己的利益。非洲大陆上有数量最多的发展中国家。中国虽然也属于发展中国家之列,却是个经济强国。重要的是这些发展中国家之间的伙伴关系是在共建命运共同体的倡导中得以缔结和巩固的。世界不能缺少非洲和中国,这一点不容置疑。

《中国投资》:中国发起的一带一路倡议在推动中非合作中扮演什么角色?

塞杜·辛卡:习近平主席提出的一带一路倡议旨在使全世界得到发展。这是一个始于中国、发展全世界的提议,有了发展,全世界就会有更多的幸福感。布基纳法索刚刚与中国恢复外交关系,尚未签署协议参与到一带一路倡议中,但我们目前正在与一带一路倡议进行对接,这是一项非常重要的倡议。它的提出是建立在团结与可持续发展的基础上的,参与到其中的国家可以从基础设施建设以及其他工程项目中获益,从而推进本国发展,并使全世界人民联系起来。

《中国投资》:布基纳法索有哪些领域将会吸引中国的投资者?

塞杜·辛卡:目前在布基纳法索采矿热潮如火如荼,这一产业目前还未有中国人进入。我相信中国人在这方面经验很丰富,他们可以参与投资,帮助我国从中获得最大的收益。此外还有可再生能源领域,我们在太阳能领域有很多项目在磋商过程中,这些项目可以解决我们当地社区以及非常遥远的农村地区的能源问题。

在水电,农业领域,中国可以将丰富的经验带到布基纳法索。布基纳法索也有很多基础设施项目。得益于与中国的合作,布基纳法索实现了公路纵横连通,打开了农村市场,使农产品销售渠道畅通。只要布基纳法索参与一带一路倡议,我们便可以解决更多公路基础设施难题。

尼亚美-瓦加杜古-阿比让铁路项目也是很重要的。中国在这一领域的经验举世闻名,中国的经验可以帮助建设我们与邻国的铁路网络,降低运输成本。

《中国投资》:两国间可以相互学到哪些发展经验?

塞杜·辛卡:当中国副主席来我国访问时,他谈及了很多非常重要的事宜,比如各个层级的交流合作。中国的科技很发达,非洲的文化、艺术也会对中国有所启发。在很多方面我们都可以相互分享、互为补充。在合作方面国家之间没有高低之分。连接我们两个国家的是信任,为了相互促进,我们必须吸收彼此的长处。总而言之,非洲人民和中国人民可以互相学到很多。

China and Burkina Faso relations have a steady pace

——Interview with Seydou Sinka,Secretary General of the Ministry of Foreign Affairs and Cooperation of Burkina Faso

Burkina Faso and the People's Republic of China resumed diplomatic relations on May 26, 2018. Since then, the lines have been moving along the different fields of this cooperation. In the economic, commercial, health, agricultural and military fields, convincing results have already been achieved in the space of the year of recovery. It is under the sign of dynamism that the Beijing-Ouaga axis is consolidated to the happiness of both peoples. Seydou Sinka is the Secretary General of the Ministry of Foreign Affairs and Cooperation of Burkina Faso. On June 24th and 25th, 2019, he participated in the coordination meeting for the implementation of the actions of the FOCAC 2018 summit. China Investment Magazine had an exclusive interview with him on bilateral cooperation between Burkina Faso and China, China-African relations and the Belt and the Road Initiative.

China Investment: What can you say about the state of bilateral cooperation between Burkina Faso and China after a year of restoring diplomatic relations?

Seydou Sinka: Indeed, Burkina Faso resumed diplomatic relations with the People's Republic of China on May 26, 2018. The two countries’ relations were suspended in 1994. After 24 years of rupture, relations have resumed in a more active way and rapid progress pace. It is a dynamic cooperation with a trust established between the two governments which makes it possible to work synergistically on big projects between China and Africa and Burkina Faso as it is with other African countries.

China Investment: Can you give us some examples of achievements since the restoration of diplomatic ties with China?

Seydou Sinka: During the resumption of bilateral relations between the two states, the Burkinabè government had major projects under way as part of the National Plan for Economic and Social Development (PNDES). After the resumption ties, it was a question of seeing what was the priority, that is to say, the projects that could be committed within the framework of Sino-Burkinabe cooperation. The sectors that have been identified as priorities have been the health sector with the refurbishment of the Tengandogo hospital in Ouagadougou and the rehabilitation of the Koudougou hospital. We also have the construction project of the University Hospital Center (CHU) in Bobo-Dioulasso. It will be the largest hospital in West Africa when completed and work will start shortly. In the area of health services, we also have the presence of Chinese experts in Burkina Faso, while Burkinabè health specialists are on internship in China. There are also punctual operations such as cataract surgeries. Chinese experts helped many Burkinabe recovered their sight.

In the field of education, just June 15, a construction project of 100 school complexes courtesy of China. We acknowledged this move anchored on concrete relation with China.

In the field of infrastructures, there are ongoing discussions for the construction of the Ouaga-Bobo highway which extends to Côte d'Ivoire. We hope that the project is conceived at end of the negotiations.

As part of capacity building initiative, some 600 Burkinabè executives from all sectors will benefit from training in China each year. More than a hundred Burkinabè have already benefited from internships for two or three weeks or six months in China.

In terms of youth employment, there are about twenty Burkinabè youths who obtained vocational training in China. The knowledge and skills obtained in refrigeration, mechanic and plumbing will enable them set up their own businesses and be self-employed. These are important venture for the daily life of Burkinabe.

Beyond the high-level exchanges between the leaders, there have been visits of personalities from both sides in both countries. The President of Burkina Faso, Roch Marc Christian Kaboré was in China in September 2018 as part of the forum on Sino-African cooperation. On the sidelines of this meeting, Burkinabe businessmen were able to interact with Chinese economic operators. The Foreign Minister led a delegation to Beijing last April as part of the joint commission on bilateral cooperation between Burkina Faso and China. This meeting was an opportunity to present the framework of the cooperation in economic and commercial fields for the next three years. This joint commission had been successfully held reflecting the dynamism of bilateral cooperation between the sides.

China Investment: What are the challenges of bilateral cooperation that is taking root?

Seydou Sinka: The challenges are relative to the pace that our states must follow. It is an accelerated rhythm of which we must know well. Some projects are not yet well tied and this hinders their optimum achievement. We need projects as emphasized by the Chinese side that benefit the people. People need to know that there is good cooperation between China and African countries. The challenges lie in the ability of African states to keep pace and make the most of the benefits for the people.

China Investment: How do you understand China's proposal to develop high-quality cooperation with Africa?

Seydou Sinka: China sees Africa as a full partner with whom it intends to develop peer-to-peer, win-win cooperation. China wants high-quality South-South cooperation. It is often thought that cooperative relations between developing countries are of average quality. China, now a global economic power, wants Africa to reap the benefits of its growth. It is committed in its cooperation with Africa to the principle of community of destiny for a shared future and sustainable development.

China Investment: What is Burkina Faso doing concretely to establish this high-quality cooperation with Africa?

Seydou Sinka: What we do is first to be present in all the discussions that are being conducted with the Chinese partner. It's about staying alert with the diplomatic representations that exist in both countries. We have an embassy in Beijing and the ambassador has just been appointed. He will be here soon. On the Chinese side, the ambassador in Ouagadougou is a very dynamic man who supports us in many of our activities. We are working hard together to achieve the objectives of our cooperation, which will enable our people to benefit from the support of China. Even during the break-up of diplomatic relations between the two countries, Burkinabe men and women continued to frequent visit China. Today, Burkinabè’s trade is very oriented towards China. Chinese products are common in Burkina Faso and throughout Africa. Burkina Faso also exports its products to China. More than 40 types of agricultural products are traded in China. For Africa as a whole about 350 types of products are exported to China. This is to say that there are many things to do. This is why in Burkina Faso, we are very attentive on a daily basis so that everything that has been said can be a reality on the ground. The co-coordinator of the FOCAC meeting, the Minister of Foreign Affairs of Senegal stressed the need for African countries to set up internal mechanisms for evaluating this cooperation, including the eight initiatives set out at the September 2018 summit. This is to show the level of achievement of these initiatives.

China Investment: How to promote Sino-African cooperation in a context marked internationally by a unilateralism and protectionism advocated by some?

Seydou Sinka: The current global context is such that China and Africa are a weighty entity. Recognizing this importance allows us to organize ourselves more to benefit from it. Today, China and Africa are for multilateralism and free trade that allow countries to develop. China and Africa must be able to say their words in the current situation of the world and defend their interests. Africa is the continent with the most developing countries. China is a developing country, but an economic power. It goes without saying that these partnerships between these developing entities are made and consolidated in a spirit of community of common destiny. It is undeniable fact that the world cannot do without Africa and China.

China Investment: What role can the China-led "Belt and Road" initiative play in promoting cooperation with Africa?

Seydou Sinka: The "Belt and Road" initiative initiated by President Xi Jinping seeks to develop the world. This is the proposal made by China for the world to develop, so that there is more happiness in the world. This goes through a number of orientations and axes that allow people to live a little better. Burkina Faso, which has just resumed relations with China, has not yet signed the agreement to be a member of the "Belt and Road" initiative, but we are in the process of integrating it. This is a great initiative that will allow member countries to benefit from infrastructure and many other projects that will boost their development and connect people around the world. The Belt and Road Initiative is based on solidarity and sustainable development.

China Investment: Can you name a few areas in Burkina Faso that might interest Chinese investors?

Seydou Sinka: Today, we are talking about a mining boom in Burkina Faso. This is an industry that does not yet record China's presence. I think that the Chinese have a lot of experience in this area and they can invest in it in order to help our country make the most out of it. There are also the renewable energy sectors. We have projects under discussion in the solar energy field that will solve energy issues in our local communities and in very remote rural areas.

In the field of hydro agricultural development, China can showcase its great experience in Burkina Faso. In the infrastructure sector, there is also a lot to do in Burkina Faso. Thanks to the cooperation with China, we can successfully mesh the Burkinabè territory in terms of paved roads. And this will help to open up rural areas and allow farmers to sell their products. If Burkina Faso adheres to the Belt and Road Initiative, we can meet the challenge of road infrastructure.

We have the Abidjan-Ouagadougou-Niamey railway project, which is also important. China's experience in this field is recognized and it could help us to develop our rail network with neighboring countries. Anything that will help reduce freight costs.

China Investment: What are the developmental experiences that both parties draw from each other?

Seydou Sinka: When the Chinese Vice President met with us, he talked about some very important things, namely cooperation based on exchanges at all levels. For example, China is very advanced in technology, but it can also be inspired by Africa in the field of culture, arts. These are areas in which we have a lot to share so that we can enrich each other. There is no sub-country in cooperation. These are relationships of trust that unite our states and each one must take a little of the other in the direction of improving practices. The African and Chinese peoples have a lot to learn together.
