河南精神感动非洲

2O18年11月2O日至25日，34位非洲国家驻华使节和临时代办(含非盟驻华代表)以及部分使节夫人赴河南省考察。使节们对河南省精心设计的考察活动兴趣盎然、反响热烈，同中方积极互动、深入交流。

红旗渠精神和焦裕禄精神令人震撼

河南省委书记王国生在会见使节时谈到：“习近平主席说，幸福是奋斗出来的。河南的发展成就是用艰苦奋斗和辛勤汗水换来的，河南有焦裕禄精神、红旗渠精神，河南人民秉承这种精神，把豫非合作推向一个新的高度。”
在红旗渠纪念馆，使节们目睹了林县人民在红旗渠精神引领下山河巨变，深感“太伟大了”“ 很震撼”，并为修渠英雄事迹所感动，潸然泪下。使节们纷纷表示，中国改革开放4O年取得的成就，是中国人民自己干出来的。中国共产党的执政地位是历史的选择、人民的选择，红旗渠的故事很好说明了这一点。非洲最需要向中国学习自力更生、艰苦奋斗的精神。

塞拉利昂驻华大使欧内斯特·恩多马希纳说：“我流泪是因为中国有很多人为了国家的建设付出了巨大的牺牲，一个国家、一个民族要想富强，必须有这样的牺牲精神。”

塞内加尔驻华大使马马杜·恩迪亚耶说：“河南人民善良勇敢、自力更生，这让非洲人民保持乐观，并靠人民的辛勤劳动取得发展。”

索马里驻华大使阿瓦莱·阿里·库拉内说：“红旗渠精神告诉我们只要坚定决心有勇气，就能战胜困难。”

津巴布韦驻华大使保罗·奇卡瓦说：“红旗渠精神最打动人心，非洲人民已经做好了流汗和移山的准备，努力创造更大的成就和发展。”

肯尼亚驻华使馆临时代办爱德华·瓦韦罗·基马尼先生说：“红旗渠是20世纪60年代修建的，那个年代的人们做出了很大的牺牲。中国发展到现在，经历了艰苦卓绝的过程，红旗渠精神正体现了中国人这种艰苦奋斗的精神，我非常震撼。”

从城市到乡村，领略着河南的发展之美，更体会着中国的发展之道。目睹兰考发生的巨变，看到河南人民立足实际、积极发展特色产业，精准扶贫，并取得巨大成功，使节们对兰考扶贫攻坚成就赞叹不已，认为这是中国共产党领导中国人民集中力量办大事的制度优势的充分体现。

尼日利亚驻华大使巴巴·艾哈迈德·吉达说：“非洲是世界上贫困问题最突出的大陆，而中国则书写了人类同贫困斗争的传奇。我非常感动，我希望这种传奇能出现在非洲。”

马拉维驻华大使查尔斯·纳蒙德维谈到：“河南把人们的干劲汇聚起来进行发展，这对于非洲国家来说非常有借鉴意义。”

乌干达驻华大使克里斯帕斯·吉永嘉说：“兰考乐器村制作的古筝工艺非常好，并建立起完整的产业链，消除了贫困，我对此非常佩服，我想买一把留作纪念，把这里的故事带回国。”

全程陪同使节们考察的河南省委外事办公室主任付静深有感触地说：“红旗渠精神、焦裕禄精神体现出中华民族顽强不息、自力更生、艰苦奋斗的精神风貌。这种精神不仅是中国的，也是属于全人类的。河南向非洲国家讲好红旗渠故事、焦裕禄故事和兰考人民脱贫攻坚故事就是讲好中国故事，使节们内心发出的感慨印证了这种精神历久弥新。

河南与非洲手牵得越来越紧，心贴得越来越近

来到宇通客车集团，使节们参观了新能源客车的生产过程和实地性能展演，并参加出口非洲第15OOO辆大型客车下线仪式。塞拉利昂驻华大使主动与企业负责人交换名片。他表示，塞拉利昂正在国内开展免费教育计划，需要购买大量校车，宇通在校车生产领域实力雄厚，希望双方能够开展深度合作。塞内加尔驻华大使马马杜·恩迪亚耶表示将积极推动本国政府和经济团体加强与宇通集团开展更多、更深入的合作。

宇通客车于2004年正式进入非洲市场，已在南非、埃塞俄比亚、尼日利亚等近50个非洲国家建立了完善的销售服务网络，累计销量达15000辆，是非洲第一大中国客车品牌，并在尼日利亚、埃塞俄比亚等国家拥有KD工厂，为当地经济多元化的发展、汽车工业水平的提升提供了大力的技术、人才支持。

参观洛阳一拖工业园，使节们对现代化的生产线、先进的生产管理大为赞叹，尤其对大马力拖拉机表现出了浓厚的兴趣，并轮流登上拖拉机试驾室操作，兴奋不已，还认真询问不同类型拖拉机的适用工况、价格、出口情况等。

看到此景，在现场的河南省委外事办公室主任付静谈到：使节们对农业机械设备的青睐，启示我们应根据非洲国家对农业品种、农业技术、农业装备的现实需求，充分发挥河南省与非洲合作重点产业门类齐全、体系完整的优势，同非洲一道实施农业现代化合作规划和行动计划，造福非洲人民。

塞内加尔驻华大使谈到：“河南在农业机械的研发方面取得了非常大的成果。一拖集团农业机械非常先进，中非合作前景广阔。习近平主席宣布实施‘八大行动’，其中一项就是产业促进行动，一拖集团为两国之间的合作提供了一个典范，愿意推动该集团与非洲国家的合作，以解决非洲农业机械化水平不高的问题。”

洛阳一拖集团于1992年开始运作产品出口非洲业务，2009年合资创立中非重工投资有限公司，开始在非洲专职从事农业机械和工程机械的投资和贸易，并在科特迪瓦和南非成立了2个子公司，累计向非洲国家提供了5000多台拖拉机，10000多台农机具和农产品加工设备，近2000台工程机械，涉及尼日利亚、刚果（布）等10多个国家，提升了非洲国家的农业机械化和工程机械化水平。

赞叹中国医疗卫生事业取得进步

使节们到郑州大学第一附属医院参观，了解河南省援非医疗开展情况，对该院高精尖医疗技术及高端医疗设备表示赞叹。

1975年8月11日，年仅51岁的医疗队队长梅庚年在当地救灾时因公殉职，埃塞俄比亚政府为他举行了隆重的追悼会和葬礼。当地老百姓泽乌迪老人一家两代人义务为其守墓44年。在聆听这段感人故事后，使节们感动得落下眼泪。

埃塞俄比亚驻华使馆临时代办葛乃天激动不已地说：“援助队员们救死扶伤、忘我工作、令人敬佩。我们永远感激河南人民的无私援助。埃塞俄比亚正着力提升医疗体系建设，希望能在未来继续在医务人员培训、医疗器械等方面与河南加强合作。”

非盟轮值主席国、卢旺达驻华临时代办卢文杰表示非常感谢中国医疗对非洲国家的支持和援助，希望在医疗培训和教育领域进一步的交流和学习，促进非中合作互利共赢。

河南省委外事办公室主任付静表示，使节们对河南省援助非洲医疗工作感激之情溢于言表，这启示我们，援非医疗工作是河南对习近平主席构建中非命运共同体思想的具体实践，体现出河南与非洲人民“真实亲诚”的感情，河南将进一步精准对接非洲国家的健康需求，优化升级对口支援项目，积极推进健康卫生行动落实，为非洲人民健康服务。

河南向非洲派遣医疗队45年来，先后派遣1131名医疗队员为非洲人民提供了680多万人次医疗服务，开展各类手术4.6万余次，引进实施新技术、新项目1450多项。援埃塞俄比亚“中国中医中心”已成为非洲力量最强、规模最大的中医中心之一，援赞比亚“中国创伤治疗中心”“ 中国妇幼健康中心”“中赞腔镜中心”已运营。此外，郑大一附院出资60万元建成赞比亚第一个远程会诊中心，河南省人民医院出资100余万元建成中国—埃塞俄比亚远程病理会诊系统。

搭建中非合作桥梁

“跨境电商拉近了河南与世界的距离，智利的红酒、印尼的果蔬干、澳洲鲜牛肉应有尽有，只需点点手机就可以买到来自世界各国的商品。”在河南保税物流中心，博茨瓦纳驻华大使莫图西·帕拉伊谈到：“我们也可以在国内建立这样的平台，与河南开展进出口贸易，造福两国人民。”

塞拉利昂共和国驻华大使对河南保税物流中心跨境电商运营非常感兴趣，他相信这个平台会给本国消费者带来很大商机。

赤道几内亚临时代办卡米洛·奥查加·埃索诺在洛阳考察时表示，拟在石油开采、粗加工领域与中国石油天然气第一建设公司合作。

莫桑比克驻华大使表示，莫桑比克与河南省合作项目较多，随后将专程来河南进一步推动双方的合作。

河南省委外事办公室积极回应使节们的合作意愿，定期走访使馆或邀请使节访问河南，进一步沟通双方合作设想和项目信息，商谈双方合作规划和具体措施，积极参与推动中非合作论坛北京峰会成果落实。积极引导省内相关企业与非洲合作提质增效，加强对基建类企业走进非洲的引领指导，协调相关企业进行项目对接，并提供服务。

Henan Spirit Touched Africa

From November 20 to November 25, 2O18, 34 African envoys and charge d'affaires in China (including AU representatives in China) and some envoys' wives visited Henan Province. The envoys were very interested in the carefully designed inspection activities in Henan Province and had a warm response. They interacted actively with the Chinese side and exchanged with each other in depth.

Shocked by the Spirit of Hongqiqu and Jiao Yulu

Wang Guosheng, secretary of the Henan Provincial Party Committee, said at a meeting with envoys: "As President Xi Jinping said, Happiness Came From the Struggle. Henan has made achievements in development with hard struggle and hard work.Taking the spirit of Jiao Yulu and Hongqiqu, Henan people  have pushed cooperation between Henan and Africa to a new level. "

Witnessed the great changes had taken place in Lin County under the spirit of the Hongqiqu, all envoys said that the achievements of China's reform and opening up in the past 40 years were the result of the Chinese people did it by themselves.

The Envoys from Sierra Leone, Senegal, Zimbabwe, Somalia, Kenya and other countries said that the spirit of Hongqiqu is most touching. The African people are ready to sweat and move mountains and strive to create greater achievements and development.

The envoys were impressed by Lankao's achievements in helping the poor, saying that it was the full embodiment of the Communist Party of China's institutional advantage in leading the Chinese people to concentrate their efforts on doing great things.

The ambassadors of Nigeria, Malawi and Uganda all believe that China has written the legend of the struggle against poverty. Henan gathers the people's drive to carry on the development, is worth the African country to use for reference.

Fu Jing, director of the Foreign Affairs Office of the Henan Provincial Party Committee, said: "the spirit of Hongqiqu and the spirit of Jiao Yulu reflect the spirit of the Chinese nation's tenacity, self-reliance, and hard struggle. This spirit belongs not only to China, but also to all mankind. "

Henan and Africa Hand More and More Tight, Heart Closer and Closer

The envoys visited the Yutong New Energy Bus and participated in the rolling off ceremony of the 15,000th large bus exported to Africa. Sierra Leone's ambassador to China said the country needed to buy a large number of school buses and hoped for deeper cooperation. Mamadou Ndiaye, Senegal's ambassador to China, said he would actively push for closer cooperation with Yutong.

Yutong has established a complete sales and service network in nearly 50 African countries including South Africa, Ethiopia and Nigeria, with a total sales volume of 15,000 vehicles.

Ambassadors took turns to board the high-horsepower tractor operation experience, asked different types of tractor operating conditions, prices, exports and so on.

Fu jing, director of the foreign affairs office of the Henan provincial committee, said on the spot that the envoys' preference for agricultural machinery and equipment suggests that we should work with Africa to implement the cooperation plan and action plan for agricultural modernization according to the actual needs of African countries and bring benefits to the African people.

Ambassador of Senegal to China said that he would like to promote the cooperation between Yituo Group and African countries, then to improve the level of agricultural mechanization in Africa.

Luoyang Yituo Group has provided more than 5,000 tractors to African countries, which has improved the agricultural mechanization and engineering mechanization in African countries.

Praised China’s Progress in Medical and Health Care

The envoys praised the advanced medical technology and high-end medical equipment in Henan, and were moved by the story of Mei Gengnian giving his life to aid African medical care and and the 44-year obligation of a local family to guard his tomb for two generations. Ge Naitian, charge d 'affaires of the Ethiopian embassy in China and Lu Wenjie, charge d 'affaires of the rwandan embassy in China, who holds the rotating presidency of the African union, expressed their gratitude to the people of Henan for their selfless assistance and hoped to strengthen cooperation with Henan in medical personnel training and medical equipment.

Fu Jing, director of the Foreign Affairs Office of the Henan Provincial  Party Committee, said that the medical aid to Africa is a concrete practice of President Xi Jinping's idea of building a community of Shared future between China and Africa, which reflects the true, close and sincere feelings between Henan and African people.

Over the past 45 years, Henan has sent medical teams to Africa, sending 1,131 medical personnel to provide medical services for more than 6.8 million African people, carrying out more than 46,000 operations of various kinds, and introducing and implementing more than 1,450 new technologies and projects.

Building Bridges for China-Africa Cooperation

At the Henan bonded logistics center, Botswana's ambassador to China motosi parai and sierra leone's ambassador to China both expressed their willingness to establish a cross-border e-commerce platform to carry out import and export trade with Henan for the benefit of the two peoples.

Equatorial guinea's charge d 'affaires camillo ojaga essono said he planned to cooperate with CNPC in the field of oil exploitation and crude processing. Mozambique's ambassador to China said he would come to Henan to further promote bilateral cooperation.
