提升南非旅游吸引力
——专访南非旅游局亚太区首席代表Mansoor Mohamed先生

据南非旅游局统计,2018年,到南非旅游的中国游客人数为97,136人,平均每月抵达8,095人次。特别是2018年的最后6个月比2017年同期增长了8%。2019年1月,比2018年1月增加了22%。南非总统西里尔·拉马福萨曾表示,南非正在寻求将其国际旅游人数从2018年的1050万增加到2030年的2100万。为实现这一目标,未来,南非将采取哪些措施推动旅游业发展?南非与中国在旅游产业合作方面又将有哪些计划?近日,在接受《中国投资》杂志专访时,南非旅游局亚太区首席代表Mansoor Mohamed先生作出详尽解读。
《中国投资》:请您介绍一下,南非旅游业现状如何? 南非为什么重点发展旅游业?
Mansoor Mohamed先生:未来,旅游业将成为南非经济发展的主要推动力量,同时还将推动南非基础设施的建设,改善南非人民的生活水平。2017年,旅游业总共为南非贡献了8.9%的GDP,并带动了9.5%的就业率。
2018年全年赴南非旅游的中国游客数已达97,136人次,每月平均为8,095人次。尽管总人数与2017年基本持平,但与2017年7月至12月的旅游人次相比,2018年同比增长了8%。较2018年1月,2019年1月的旅游人次同比增幅达22%。南非旅游局北京办事处预计,2019年将延续2018年的增长势头,旅游总人次将至少增加10%。2018年,赴南非的中国游客人次与2017年持平,但经济效益却有大幅提高:2018年,中国游客在南非的旅游总消费较2017年同比增长了69%,这主要得益于游客逗留时间的延长和日均消费的增加。
旅游业是一个蓬勃发展的产业,具有进一步增长的巨大潜力和创造就业机会的价值。我们要发展旅游业,为经济增长作出着实的贡献,增加外汇收入,并促进相关产业的发展。
《中国投资》: 据数据显示,赴南非旅游游客人数逐年增加。为此,南非政府做了哪些努力? 发布哪些激励政策?
Mansoor Mohamed先生:长期以来,南非旅游局一直在中国的一线和二线城市开展路演、展示会、同业培训和消费者研讨会等活动。与此同时,南非各大旅行社也新增了许多会说普通话的导游,并推出了中文版的宣传资料。
赴南非旅游的花费较为实惠。随着人民币对南非兰特的汇率优势,南非比以往更具吸引力和消费竞争力,是中国游客享受高端旅游和购物体验的超值目的地。
为使中国游客的旅行体验更为顺畅,南非已在中国内地的11座城市开设签证中心,便于游客就近办理签证。这11座城市分别是:北京、上海、广州、成都、西安、沈阳、武汉、济南,杭州、昆明和重庆。
《中国投资》:未来,南非政府对旅游业发展有哪些计划? 实现目标?南非旅游业的主要发展方向是什么?
Mansoor Mohamed先生:南非总统马塔梅拉·西里尔·拉马福萨 (Cyril Ramaphosa)在今年2月的国情咨文演讲中表示道,南非希望将国际游客数量从2018年的1,050万增加到2030年的2,100万。
为此,我们必须大力促进南非国内旅游,让本国公民可以走出家门去旅行,欣赏自己国家的壮阔美丽,同时加强政府间不同部门和机构之间的合作,而这将是确保我们实现目标的关键。我们需要有意识地赋予广大青年和妇女权力,让他们成为旅游产业的经营者和主管,来有效地参与其中;我们需要团结一致,把非洲打造成为一个成功的大陆,一个对全世界人民和南非人民具有吸引力的旅游胜地;我们需要在第四次工业革命时期拥有高新技术;保持开放的心态,充分利用国际基准来提高我们南非国内旅游业的标准、竞争力和质量。
现代旅游业需要有组织的系统、配套的基础设施和有能力的行业专员,来共同运营。我们需要发展,并升级南非的能源生产、净水网络、道路、桥梁、酒店、医院、电信、野生动物保护区和其他旅游设施。
《中国投资》:南非在发展旅游业方面遇到了哪些困难? 如何解决? 未来将面临哪些挑战? 政府会做什么?
Mansoor Mohamed先生:中国游客十分重视自身的安全问题。幸运的是,目前困扰着世界上许多其它地区的恐怖袭击活动并未在南非发生。为确保中国游客的安全,南非旅游局与业界保持着紧密的合作。我们建议中国游客时刻遵循导游与南非当地人的安全指南,我们在南非当地设立旅游安全监察员也是我们采取的安保举措之一。
就南非而言,我们的目标致力于实现非洲联盟免签证旅行和统一的非洲联盟航空运输市场。我们正在彻底升级我们在世界各国的签证发放制度,并引入一个世界级的电子签证系统。
《中国投资》:目前,南非与中国在旅游领域有哪些合作?
Mansoor Mohamed先生:在一带一路倡议中,南非是连接非洲与中国的桥梁,对一带一路相关国家之间的沟通及交流也起着至关重要的作用。我们与中国的传统和非传统旅游伙伴们展开了大量的合作,这些合作伙伴包括中国旅游同业者、媒体及其它中国旅游品牌等。例如,南非旅游局与大疆创新和国泰航空联手推出了一项推广项目,旨在向中国游客推广南非的独特风情。
《中国投资》:未来,南非哪些行业希望与中国更紧密地合作? 是酒店,景区建设、服务? 还是其他?
Mansoor Mohamed先生:南非希望与中国的整个旅游行业开展合作,以此推动两国之间的旅游发展。例如,中国国航由北京直飞约翰内斯堡的航班也于2019年1月加降深圳。继中国国航扩展航线后,南非航空也将于2019年9月18日新增广州直飞约翰内斯堡的全新航线。未来,我们希望中南两国能在旅游领域展开更多的合作。

Increase South Africa’s Appeal to Tourists
——Interview with Mr. Mansoor Mohamed, Asia Pacific Hub Head of South African Tourism

According to South African Tourism Bureau, in 2018, the number of Chinese tourists visiting South Africa was 97,136, with an average of 8,095 visitors per month. Particularly, compared with the same period of 2017, the number of the last six months of 2018 increased by 8% .And again in January 2019, it was 22% higher than in January 2018. President Cyril Ramafosa of South Africa once said that South Africa was aiming at increasing its international tourists’ number from 10.5 million in 2018 to 21 million in 2030. In order to achieve this goal, what measures will South Africa take to promote tourism development in the future? What plans will South Africa and China have for cooperation in the tourism industry? Recently, at an exclusive interview with China Investment magazine, Mr. Mansoor Mohamed Asia Pacific Hub Head of South African Tourism gave a detailed answer.
China Investment: What is the status of tourism in South Africa’s economic development? What is the purpose of South Africa’s efforts to develop tourism?
Mr. Mansoor Mohamed: Tourism is predicted to play a major role in South Africa’s economic future by supporting infrastructure development and improving the lives of our people across the country. In 2017 Tourism in SA contributed 8,9% of South Africa’s GDP and 9.5% of South Africa’s employment.
The tourism industry created 32 186 new jobs in 2015, raising the tourism workforce from 679 560 individuals in 2014 to a total of 711 746 individuals. Arrivals from China for 12 months to Dec 2018 was 97,136, amounting to an average of 8,095 arrivals per month. Although the total amount was almost the same as 2017, the last 6 months to Dec 2018 saw an increase of 8% over the same period in 2017. In Jan 2019, there was a jump of 22% over Jan 2018. SA Tourism China is expecting the growth trend to continue with a minimum, 10% increase in arrivals over 2018. While the arrivals from China to South Africa has been flat, the economic impact was overwhelmingly positive, with tourism spend for 2018 increasing 69% over 2017, mainly due to increased length of stat and increase in average daily spend.
Tourism is a sector that is thriving and that has tremendous potential for further growth and for the creation of jobs. We need to expand tourism in our countries, to contribute to economic growth, to increase our foreign earnings, to bring more people into the mainstream of our economies, and to boost related industries.

China Investment: South Africa is a beautiful country. According to the data, the number of tourists has increased year by year. To this end, what efforts does the South African government make? What are the incentive policies?
Mr. Mansoor Mohamed: South African Tourism has been holding roadshows, exhibitions, trade training and consumer seminars in major and secondary cities across China. South African tour companies have added Mandarin-speaking guides and translating their promotional materials into Mandarin.
South Africa is affordable and the favorable Rand exchange rate makes South Africa very attractive and a competitively priced destination of choice for luxury experiences and world class shopping.
Visa facilitation centers have also been established in 11 Chinese cities covering Beijing, Shanghai, Guangzhou, Chengdu, Xi’an, Shenyang, Wuhan, Jinan, Hangzhou, Kunming and Chongqing, meaning more Chinese people have easy access to visas than ever before.
China Investment: What plans does the South African government have for the future development of the tourism industry? What is the goal? Which industries are the key development directions of South Africa’s tourism industry?
Mr. Mansoor Mohamed: In his State of the Nation Address in February this year, South Africa’s President, Cyril Ramaphosa, said that South Africa is looking to increase its international tourist numbers from 10.5-million in 2018 to 21-million in 2030.
To do so, we must be vigorous in promoting domestic tourism and get the citizens of our countries to travel and see the beauty of their own countries, enhance Inter-governmental cooperation between different departments and agencies. This will be key to ensuring that we meet our goals, to consciously empower the youth and women by giving them pathways to participate effectively in the tourism industry as owners and managers of various offerings and businesses, to united in our aspiration to build and brand Africa as a continent of success and a continent that will shine as a tourist destination for the world and for our own people, to embrace technology in the era of the fourth industrial revolution. We should be open to international benchmarks that we should use to drive-up the standards, competitiveness and the quality of our domestic tourism industry.
Modern tourism requires organizational systems and the provision of a supporting infrastructure of facilities and personnel able to run the tourism business. This means that we should develop and upgrade our energy generation, clean water reticulation, roads, bridges, hotels, hospitals, telecommunication, our game parks and many other facilities.
China Investment: What difficulties did South Africa encounter in developing tourism? How to solve? What challenges will be faced in the future? What will the government do?
Mr. Mansoor Mohamed: The Chinese market is sensitive to safety and security issues, and South Africa is fortunate not to be affected by acts of terrorism that is currently plaguing many parts of the world.
South African Tourism and the trade work closely together to ensure that tourists are not at risk. Chinese visitors are advised to always adhere to safety guidelines from guides and local South Africans. Initiatives like our own tourism safety monitors in South Africa are examples of measures that can be undertaken.
South Africa is also committed to working towards the African Union’s goal of visa free travel and a single African air transport market. We are in the process of radically overhauling our visa dispensation for the rest of the world and introducing a world class e-visa system.
China Investment: What is the current cooperation between South Africa and China in tourism?
Mr. Mansoor Mohamed: South Africa, the starting point of connecting Africa to China under the BRI (Belt and Road Initiative) framework, is vital to the collaboration of BRI-related countries.
We have lots of coop with traditional and non-traditional partners in China market including Chinese trade, media and other Chinese brands, eg. SA Tourism cooped with DJI and Cathay Pacific Airline for a co-branding project to for the promotion in China.
China Investment: In the future, in which industries does South Africa hope to work more closely with China? Is the hotel, route opening, scenic area construction, or service? Or is it other?
Mr. Mansoor Mohamed: South Africa is willing to coop with China in the whole tourism industry to drive the travel between the two countries. Taking the new routes as examples, Air China just added the stop of Shenzhen into the route between Beijing and Johannesburg in January 2019. Following the route extension of Air China, South African Airways will open a new route between Guangzhou and Johannesburg in September 18th, 2019.
We are looking forward to more new cooperation between China and South African in the tourism industry.
