“成为一带一路成功故事的一部分”

纳米比亚有望成为南部非洲发展共同体的物流中心,中纳双方也可在物流和贸易领域开展大量合作,帮助纳米比亚成为这个地区的物流中心

纳米比亚和中国传统友谊深厚,早在纳米比亚独立前,中国就坚定地支持纳米比亚人民争取民族解放的正义斗争。纳米比亚独立的第二天,即1990年3月22日,两国就建立了外交关系。在纳米比亚独立日和中纳建交周年日到来之际,《中国投资》杂志记者采访了纳米比亚驻华大使凯亚莫(Elia G. Kaiyamo)。

凯亚莫告诉记者,他是中国的老朋友了,他非常崇拜毛泽东。他还向记者展示了他收藏的“红宝书”《毛泽东语录》、《毛泽东选集》以及他手机壳上的毛泽东头像。“纳米比亚一直是中国的“全天候”朋友。”他说。

 

《中国投资》:1990年纳米比亚独立以来,政局一直保持稳定,为国家发展创造了良好的条件。纳米比亚独立日即将到来,您能否讲讲纳米比亚近年来的发展情况?未来纳米比亚有什么发展计划?

凯亚莫:“2030年愿景”政策蓝图勾勒了纳米比亚的发展方向。“2030年愿景”由纳米比亚“国父”萨姆·努乔马规划,代表着纳米比亚人民对国家未来的认识。该愿景的目标是到2030年,将纳米比亚人民的生活质量提升至发达国家水平。

“2030年愿景”清楚表明了纳米比亚现在所处的位置,未来想要去的位置以及中间所需要多少时间。该愿景将引导国家有意识地努力改善纳米比亚人民的生活质量,纳米比亚将从现在走向未来。这是一个统一的愿景,为国家提供方向。纳米比亚每5年实行一项国家发展计划(NDP)。我们在2016年通过了NDP5,可持续发展原则渗透于此,故该计划旨在确保子孙后代能够发展繁荣的前提下实现进步。本着同样的精神,NDP5有四个关键目标,即:

●  实现包容、可持续和公平的经济增长;

●  储备高质量、健康的人力资源;

●  确保环境可持续,以及增强应变能力;

●  通过机构高效促进善治。

纳米比亚现任总统哈格·根哥布还推出了“团结繁荣计划”(Harambee Prosperity Plan)。正如其字面意义,“团结繁荣计划”的基本原理并非改变方向,而是“致敬”国家发展计划和“2030年愿景”。“团结繁荣计划”有针对性且进行重点考虑,以期在“旗舰领域”实现高速度发展。当然,成为一个发达国家和工业化国家仍然是我们的最终目标,但是周边环境是动态的,因此难免有时会在奋斗路上遇到难以预料的挑战。

消除贫困将是近期的主要重点之一。

《中国投资》:今年即将召开中非合作论坛北京峰会,在中非合作论坛约翰内斯堡峰会召开之后,纳米比亚总统根哥布曾表示,正在制定全面规划对接中非合作十大计划 ,目前这些计划落实情况怎么样?

凯亚莫:实施这些计划基于纳米比亚的现实情况。纳米比亚现任总统根哥布领导的新政府实施“向着同一方向”的政策。

我们希望中纳关系延续下去。中国一直在帮助我们建设基础设施、学校等。我们希望未来也能如此。因此,把“一带一路”带到纳米比亚,使之也能成为“一带一路”成功故事的一部分。

 

《中国投资》:纳米比亚在经济政策和倡议方面,和中国的“一带一路”有哪些结合点?

凯亚莫:纳米比亚和中国两国分享诸多共同理念。纳米比亚是国际社会的重要一员,是所有人的朋友,未与任何人树敌。我们将与国际社会的同仁一道追求经济发展,选择对话而非战争。南部非洲发展共同体(SADC)将成为纳米比亚促进非洲联合发展的平台,成为纳米比亚经济转型的平台。纳米比亚现已加入非洲联盟审议机制(African Union Peer Review mechanism)。

中国和纳米比亚都有一个“多极化”发展的愿景。习近平主席提出的“一带一路”倡议非常值得赞扬,旨在以古代丝绸之路为起点,在全球范围内开展基础设施互联互通。在中国旨在加强新时期中国特色社会主义建设的大背景下,纳米比亚完全赞成这一倡议。世界各国应该支持习近平主席共同开创人类命运共同体的美好倡议。

虽然纳米比亚地理位置不在古丝绸之路范畴内,但纳米比亚非常重视与中国的关系,视中国为一个值得信赖、坚定可靠的全天候合作伙伴。纳米比亚将全力支持“一带一路”倡议。

 

《中国投资》:中纳友谊深厚,纳米比亚独立的第二天,两国就建立了外交关系。中纳建交28周年即将到来,您认为中纳两国关系未来的创新点在哪里?

凯亚莫:新时期下,两国可在诸多领域加强合作。正如我所提到的,现任总统哈格·根哥布希望在不久的将来消除国内贫困。因此,我们可以从中国政府帮助千百万人脱贫的成功经验中学到很多东西。此外,纳米比亚有望成为南部非洲发展共同体的物流中心,我们双方也可在物流和贸易领域开展大量合作,帮助纳米比亚成为这个地区近3亿人的物流中心。科学技术领域潜力巨大,同时,旅游业也是一个强劲的领域,我们希望吸引更多中国游客到访纳米比亚。(编辑:杨海霞)

 


Nambia Fully Supports the One Belt One Road Initiative

——An Exclusive Interview with H.E.Dr. Elia G. Kaiyamo, Ambassador of the Republic of Namibia

With a traditionally deep friendship between China and Namibia, China firmly has supported the Namibian people's righteous struggle for national liberation long before Namibia's independence. On March 22, 1990,the second day of Namibian independence, China and Namibia established diplomatic relations. On the coming of Namibia's Independence Day and anniversary of China-Namibia diplomatic ties, China Investment interviewed the ambassador of the republic of Namibia to China, Dr.Elia G. Kaiyamo.

Kaiyamo told us that he is an old friend of China. He worships Mao Zedong greatly, and showed us his collection of "Red Book", i.e. Quotations from Chairman Mao Tse-tung and Selected Works of Mao Zedong, also the portrait of Mao Zedong on his phone case. "Namibia has always been anall-weather friend of China," he said.

China Investment: Since its independence in 1990, the political situation in Namibia has remained stable and created favorable conditions for the development of the country. Actually, the Independence Day is coming soon. Can you talk about the development of Namibia in recent years? What is the development plan of Namibia for the  future?

Kaiyamo: Namibia’s future development aspirations are outlined in our policy blueprint called the Vision 2030.  In short, Vision 2030 was developed by Dr Sam Nujoma, the Founding Father of the Namibian Nation and represents our national perception of the future. The goal of the Vision is to improve the quality of life of the people of Namibia to the level of their counterparts in the developed world, by 2030.

Vision 2030 presents a clear view of where Namibia is, were it wants to go from here, and over what time frame. It is a vision that will take Namibia from the present into the future, a vision that will guide the nation to make deliberate efforts to improve the quality of life of the Namibian people. It is a unifying vision which would provide direction to the nation.  Every 5 years, Namibia adopts a national development plan. We adopted NDP5 in 2016.  NDP 5 The principle of sustainable development permeates NDP5. As such, the plan frames the achievement of progress within a framework of ensuring the ability of future generations to thrive. In the same spirit, NDP5 has four key goals, namely:

● Achieve Inclusive, Sustainable and Equitable Economic Growth;

● Build Capable and Healthy Human Resources;

● Ensure Sustainable Environment and Enhance Resilience;

● Promote Good Governance through Effective Institutions.

Our current President Dr. Hage Geingob has also adopted the Harambee Prosperity Plan.   As stated in Harambee Prosperity Plan, the rationale for Harambee Prosperity Plan is not to change the direction but simply to compliment the national development plans and Vision 2030. The HPP is a focused and targeted approach to achieve high and speed impact in the defined priority areas.

The vision of achieving the status of a developed and industrialized country still remains our ultimate goal, however our surrounding environment is dynamic, thus from time to time we encounter unpredicted challenges on our way towards our Vision.

Poverty Eradication will be one of the main focus in the immediate future.

China Investment: Beijing Summit of the Forum on China-Africa Cooperation will be held this year. After the FOCAC Johannesburg Summit, Namibia's President Hage Geingob have said that Namibia is formulating a comprehensive plan to align with  the Ten Cooperation Plans reached at the Johannesburg. How are these plans implemented?

Kaiyamo: The plans are implemented in reality with Namibia’s situation. If you know, Namibia has a new government with Geingob as President. We have a policy of “pushing for the same direction”.

We want the established Namibia-China relationship to continue. China has been helping us with infrastructure, schools and so on. We want to continue on that. So, bringing the One Belt One Road, we’ll link Namibia to be part of the One Belt One Road successful story.

China Investment: What are the points of convergence between Namibia's economic policies and China's “Belt and Road Initiative”?

Kaiyamo: There are a number of common ideals that Namibia and China share.  Namibia is a child of international solidarity and a proud member of the international community, a friend to all and enemy to none. We will pursue our economic diplomacy with our fellow members of the international community. We will choose dialogue over war. The Southern African Development

Community (SADC) will be Namibia’s plat form for African Unity and Namibia’s economic transformation. Namibia has now joined the African Union Peer Review mechanism.

Both the People's Republic of China and the Republic of Namibia share a vision of a multi polar world. The One belt one Road is in commendable initiative by President Xi Jinping that aims to produce infrastructure linkages across the world, starting from the Ancient Silk Road.  Namibia supports this initiative in the context of the Chinese objective to strengthen Socialism with a Chinese

Characteristics in the new era.  It is important that all countries of the world support the overarching ambition of President Xi Jinping to create a Community of Shared Future.  
Namibia is in terms of geography not located within the Ancient Silk Road. However, Namibia values China as a trusted, solid, all weather Friend of Namibia and fully supports the One Belt One Road Initiative.  

China Investment: On the second day of Namibian independence, it established diplomatic relations with China. The 28th anniversary of the establishment of diplomatic relations between China and Namibian is coming. What might be the new areas that the two countries can work together to forge ahead a stronger relationship?

Kaiyamo: There are a number of areas where the two countries can strengthen cooperation.  As I mentioned, our current President Dr Hage Geingob wants to eradicate poverty within the immediate future.  Therefore we can learn a lot from the Chinese experience of lifting millions out of poverty.  In addition, Namibia is aspiring to become the logistical hub of the Southern African Development Community.  We can also do lot in the area of logistics and trade to help Namibia become the logistical hub of this region of close to 300 million people.  Science and technology also offer lot of potential while tourism is an strong area where we want to see more Chinese tourists visit Namibia.
