2018年9月在北京举行的中非合作论坛(FOCAC)峰会无疑取得了圆满成功。津巴布韦共和国政府已经对中华人民共和国政府的这一成就表示了祝贺。

津巴布韦总统姆南加古瓦是出席这一历史盛会的国家领导人之一,他还率领了一个由一些部长、政府高级官员和企业高管组成的高规格代表团。除了参加峰会外,姆南加古瓦阁下还与中国国家主席习近平、中国人大常委会委员长以及中国的工商界代表团举行了双边会谈。

渴望成为受益国

与所有其他非洲国家一样,津巴布韦非常赞赏习近平主席在峰会上提出的将向非洲大陆提供600亿美元的一揽子财政援助,以落实习主席提出的八大行动计划。这八大行动计划涉及到产业发展、基础设施互联互通、贸易便利化、绿色发展建设、卫生健康、能力建设、人文交流以及和平与安全。这些举措充分证明了中国与非洲有着多么深厚牢固的关系。津巴布韦感到非常幸运,能够从争取国家独立开始,就一直与中国保持着密切的关系。近年来,津巴布韦更是采取了向东看的政策,旨在加强与中国的合作。在此基础上,两国关系得到进一步发展,从全天候的友好关系发展为全面战略合作伙伴关系。

现在两国关系又进入了新的发展阶段。津巴布韦坚决拥护习近平主席提出的“人类命运共同体”的构想,并且渴望成为八大行动计划的主要受益国。而且巧合的是,这些行动计划与穆南加古瓦总统提出的“到2030年把津巴布韦建设成为一个繁荣富强的中等收入国家”愿景是完全一致的。

落实八大行动

津巴布韦希望通过增加对制造业的投资优先恢复和发展工业领域。在这方面,重点是农产品和矿产品的增值。因此,津巴布韦非常期待中国公司抓住这一巨大机会,前来开发和投资。目前津巴布韦正在采取许多措施改善投资环境,包括成立一站式投资管理局以及极具吸引力的特别经济区。我们高兴地看到,作为对政府“津巴布韦对外开放”政策的响应,已经有几家中国公司正在津巴布韦洽谈业务投资与合作。

津巴布韦的基础设施升级改造也是国家发展计划中的一个重要方面,因为它位于南部非洲发展共同体(SADC)与非盟(AU)区域的交汇处。目前,在中国政府的支持下,并且通过与一些中国企业合作,能源、交通、信息和通信技术以及水资源领域的各个项目都正在展开或者处于规划阶段。万基火电站7、8号机组的扩建、穆加贝国际机场的兴建、巴托卡水电站工程和津巴布韦电信运营商NetOne的3期扩建工程等合作项目也已在酝酿之中。值得一提的是,中非合作论坛峰会后,津巴布韦与中国在“一带一路”倡议框架下又签署了一份合作协议。

津巴布韦感谢中国为非洲国家实现贸易便利化所做出的努力。中国市场利润丰厚,开辟和加大对其的出口是津巴布韦的主要战略目标之一。因此,津巴布韦参加了刚刚在上海举行的中国国际进口博览会。目前,向中国市场出口柑橘类水果的可能性也正在商议中。

现在,全世界都意识到气候变化、绿色发展、生态和环境保护的重要性和紧迫性,因此它们应当得到包括津巴布韦在内的所有进步国家的关注。有必要指出的是,我们的野生动物保护政策在保护各类动物物种方面已经发挥了关键性的作用,而它们正是吸引游客的一个热点。不幸的是,那些偷猎者们也没有放过这些动物。不过,在这方面我们也得到了中国政府和其他友好组织的援助,他们为我们提供了打击偷猎分子所需的装置和设备。

中国对非洲能力建设的决心和行动也应得到赞扬。中国对非盟“2063议程”的实施大力支持,并为此决定在位于津巴布韦的非洲能力发展基金会总部成立一个非洲能力发展研究院。除此之外,中国还为非洲学者和政府官员提供了数千份资金鼓励。

人文交流对于增进相互了解,进一步巩固国家间的关系也至关重要。津巴布韦已经有了孔子学院,但仍期待继续增加两国间的人员互访,并且希望能有更多的中国游客前往津巴布韦旅游。与此同时,中国赞助的“梦之星”选秀节目将扩大规模,接下来会进入更多的城镇和高等院校。

和平与安全是实现上述所有行动计划必不可少的前提条件,因此中国政府支持非盟在萨赫勒等问题地区所展开的行动,并且在其中也发挥了日益重要的作用。

Eight initiatives in Zimbabwe

There
is overwhelming and undisputed evidence that the Beijing Summit on the
Forum on China Africa Cooperation (FOCAC) held in September 2018 was a
success. The Government of the Republic of Zimbabwe has already extended
congratulations to the Government of the People’s Republic of China on
this achievement.

The
President of Zimbabwe, H.E. Cde .E.D. Mnangagwa was among the several
Heads of State and Government who attended this historic event. He led a
high-powered delegation that included some ministers, senior government
officials and business executives. Besides attending the Summit events,
he also held bilateral talks with H.E. President Xi Jinping, Chairman
of the National People’s Congress Li Zhanshu and the Chinese business
community.

Eager to be a beneficiary country

Zimbabwe,
like all the African countries, welcomed the announcement of the US$60
billion financial package extended to the continent for the
implementation of H.E. President Xi’s eight major initiatives, which
cover industrial promotion, infrastructure connectivity, trade
facilitation, green development capacity building, people-to-people
exchanges and peace and security. It is pertinent to note that these
initiatives undoubtedly testify to China’s strong ties with Africa.
Zimbabwe considers itself fortunate to have enjoyed these close ties for
a long period which dates back to the era of its struggle for
independence. In the recent past, Zimbabwe adopted the Look East Policy
which had a major emphasis of strengthening cooperative relations with
China. Over the years, these have grown from strength to strength; and
recently, from all weather friendship to Comprehensive Strategic
Partnership of Cooperation.

In
this new era in which we embrace President Xi’s vision of “A Community
of a Shared Future for Mankind”, Zimbabwe is eager to be a major
beneficiary of these eight initiatives. Coincidentally, these
initiatives are in sync with President Mnangagwa’s vision “Towards a
Prosperous and Empowered Upper Middle Income Society by 2030”.

Implement the eight initiatives

Zimbabwe
prioritises the resuscitation of industry and industrial development
through increasing investment in the manufacturing sector. In this
regard, emphasis is being put on value addition and beneficiation of
agricultural produce and minerals. The country thus welcomes Chinese
companies to come and explore the vast investment opportunities. Many
initiatives are currently being undertaken to improve the investment
climate including the establishment of a One Stop Investment Authority
as well as Special Economic Zones which offer attractive incentives. It
is pleasing to note that discussions with several Chinese companies are
ongoing in response to the government’s mantra “Zimbabwe is Open for
Business”.

The
upgrading of infrastructure is also a key priority for the country, as
it is within the sub regional (SADC) and continental (AU) connectivity
architecture. In this regard, various projects are either ongoing or in
the pipeline in the energy, transport, ICT, water and other sectors
,with the support  of the Chinese government as well as in partnership
with some Chinese companies. Projects such as the expansion of Hwange
Thermal Power Station units 7&8 and the R.G. Mugabe International
Airport, the Batoka Hydro Power Project, and Netone Phase 3 expansion
project come to mind. It is also worth mentioning that Zimbabwe and
China signed the agreement to cooperate under the Belt and Road
Initiative just after the FOCAC Summit.

Zimbabwe
welcomes China’s efforts to facilitate trade with African countries.
Increasing as well as exploring opportunities for new exports to the
lucrative Chinese market is one of Zimbabwe’s key objectives, hence its
participation in the just ended China International Import Expo which
was held in Shanghai. Discussions are also in progress for the
exportation of citrus fruits to this market.

With
the world facing the realities of climate change, green development,
and ecological and environmental consciousness are receiving the
attention they deserve by all progressive nations including Zimbabwe
.Notably our wildlife protection policies have been key in preserving
the diverse species of animals that are a major attraction to tourists.
Sadly the same animals are an attraction to poachers .However, we are
receiving assistance from the Chinese government and other friendly
organizations who supply us with equipment to fight this scourge.

China’s
determination to strengthen Africa’s capacity building efforts should
be applauded. This is demonstrated by its decision to support the
implementation of AU’s Agenda 2063 by constructing an African Capacity
Development Institute at the Headquarters of the African Capacity
Development Foundation in Zimbabwe. This is in addition to thousands of
scholarships that are offered to African scholars and government
officials.

People–to-people
exchanges are also critical to build mutual understanding which further
solidifies relations between nations. Zimbabwe, which already hosts a
Confucius Institute, looks forward to increase these exchanges and to
receive more Chinese visitors. Meanwhile, the Chinese supported Dream
Star talent show continues to spread its wings to cover many cities and
towns as well as universities and colleges in the coming episodes.

Finally,
with peace and security being essential in the realization of all the
above initiatives, China’s increasing role in supporting the activities
of the AU in affected regions such as the Sahel are acknowledged.
