期待加强技术创新合作

土耳其和中国分别位于古丝绸之路的东、西两端,两国间友谊历史悠久。今天,在一带一路倡议下,两国再次交汇合作。2010年,土耳其与中国的关系已经发展成为“战略合作关系”。在这一框架内,基于政治上互相信任、合作中实现双赢和加强更密切沟通的共识,两国建立新型伙伴关系。

全方位增进双边关系

2018年,埃尔多安总统和习近平主席在金砖国家峰会和二十国集团峰会期间两次见面。两国领导人就广泛问题深入交换了意见,并就两国关系的进一步发展达成了重要共识。在两国领导人的指导下,双方各领域的合作正在加速。2018年两国关系发展最重要的见证就是两国领导人之间的电话交谈。习近平主席是埃尔多安总统进行电话外交的领导人之一。对于加深两国关系和及时应对全球及地区事务,这一做法已经并将继续为两国提供大量机会。

政治关系、人文交流、文化交往、经贸合作以及一带一路倡议是目前双边关系的重要支柱。

2017年12月,我就任土耳其驻华大使。从那时开始,我和我的同事们一直在努力确保与中国之间的关系能够在友好互信的基础上稳步发展,因为我们深知,中国是土耳其在亚太地区非常重要的合作伙伴。

我们已经意识到21世纪是“亚洲的世纪”,因此开展了多项活动,旨在从政治、经济和文化领域全方位地增进土耳其与中国的双边关系。2018年土耳其驻华使馆和总领馆开展的各类活动已接近1000次。

2018年双边高层互访的次数创下历史记录,这充分表现出双方旨在加强合作和将两国关系发展到新高度的坚定决心。仅2018年,双方部长级访问就达到九次,副部长级访问达到十次,土耳其副首相和土耳其议会议长也对中国进行了访问。

2017年,土耳其的65个官方代表团以会谈、会议、研讨会和举办展览的形式访问了中国,这些访问结出了丰硕的成果:两国在政府级别和私营领域签署了26个协议和合作谅解备忘录。2017年,北京、上海和广州还举办了土耳其美食周。此外还在中国安排了许多其他文化活动,比如在北京举办的乌尔法·格贝克利特普研讨会和艺术展览。

2018年是土耳其的中国旅游年,我们为此举行了庆祝活动,土耳其和中国的文化和旅游部长都出席了开幕式和闭幕式。在2018年的前九个月里,中国公民赴土耳其旅游的人数较去年同期增长了84%,我们期待到2018年末前往土耳其的中国游客的人数能够突破40万,创下历史记录。

还有一件重要的事情也值得一提,2017年5月两国签署的关于互建文化中心的协议已经生效。现在,我们正在北京建设尤努斯·埃姆雷土耳其文化中心,它的建成将不仅有助于增进土耳其与中国的友谊,而且能够加强两国间的文化交流,为那些希望学习土耳其语和了解土耳其文化和艺术的中国人提供服务。学生和学术界之间的交流是人文交流最重要的方面,为此,双方都在为更多的留学生争取奖学金而积极努力。

经贸合作两大愿景

在经济领域,中国是土耳其主要的贸易伙伴。现在,中国是土耳其在亚洲最大的贸易伙伴和世界第二大贸易伙伴。2001年,土耳其与中国的贸易额是11亿美元;到2017年年底,双边贸易达到了263亿美元。不过,两国贸易中存在着较大的不平衡,土耳其的贸易逆差在总贸易额中占到了27.2%,因此,土耳其需要增加出口,建立一个更加平衡的贸易结构。

土耳其有两个希望:一个是增加对中国的出口,从而减少贸易逆差;另一个则是能够吸引更多的中国投资。为此,我们渴望两国能在更大的经济领域展开合作,并且使土耳其出口商和生产商在中国市场有更大的作为。出于这样的考虑,土耳其对在上海举办的中国国际进口博览会非常重视,特意在会场里建了国家馆,并由贸易部副部长率领了人数众多的代表团参加。43家土耳其公司在博览会上设立了展位,分别展出了其生产的服装、配饰;汽车;消费电子产品;食品和农产品;高端智能产品和贸易服务类产品。中方的参观人士对我们的产品表现出了很大的兴趣。博览会期间,主办方还安排了一个全部由总裁参加的会议,近40家中国公司与会,土耳其借此介绍了投资土耳其的各种机会。

土耳其的投资机会及优势

这里我想再次重申,对中国投资者来说,土耳其的各行业都充满了投资机会。到目前为止,在土耳其经营的中国公司已经达到了近1000家。实际上,在土耳其的中国公司已经在银行业、兴建发电厂、基础设施建设、电子通信、采矿、农业和交通运输领域取得了骄人的成绩。

不过,土耳其的潜能还远未得到完全开发。首先,土耳其是世界上最具活力和盈利能力的经济体之一。与中国一样,土耳其也是20国集团的成员国。它是世界第17大经济体,欧洲第6大经济体,而且经济一直保持高速增长的趋势。2002年到2017年期间,其平均增长率达到5.8%。2017年,增长率更是高达7.4%,在20国集团国家中是最高的,在经合组织国家中,位居第二。

第二,土耳其的经济最具活力的另一个原因是其拥有大批年轻有为、受过教育并且技术熟练的劳动力。土耳其劳动力的平均年龄是31岁,并且人口每年增加约100万。

土耳其的地理位置靠近世界各大主要市场,这也为其带来了一定的优势。土耳其地处欧洲、亚洲和非洲的交汇处,面对的市场涉及到15亿人口,欧洲各国的国内生产总值达到了24000亿美元,而它距离中东和北非以及中亚都只有4小时的飞行时间。因此,土耳其已经成为了这些地区制造业和出口的枢纽。此外,欧盟的海关联盟与中东、非洲、南美洲和巴尔干半岛的国家签有自由贸易协议,允许他们的货物直接进入欧盟市场。

土耳其的这些优势已经得到境外投资者的青睐,因此外商直接投资正源源不断地涌入土耳其。从2003年到2017年,累计流入土耳其的外商直接投资已经达到1930亿美元,其中来自欧洲国家的投资占到74%。考虑到土耳其所处的地理位置和经济实力,中国的投资者也应当通过投资土耳其从而进入上述那些市场。

除此以外,基于投资的不同规模、行业和地理位置,投资者还能够享受到许多鼓励投资的优惠政策。具体包括免税、给予员工社会保险费折扣优惠、土地分配以及财务补贴等。激励方案自2012年实行以来,已经被证明对鼓励外商直接投资起到了明显的效果。

土耳其欢迎中国的投资者对与基础设施建设、港口、机场、隧道、铁路、地铁、能源、汽车、机械工业、银行业和电信业有关的项目进行投资。我想特别强调,我们的目标是生产高附加值和高技术的产品。因此,今后土耳其与中国应当加强在技术和创新领域的合作。信息系统、医药、电信、国防和航空将是未来几年发展的重点领域。自2013年首次提出后,在过去五年时间里,一带一路倡议已经成为人类历史上最大的联合开发项目之一。而且一带一路倡议确实可以成为全球包容性增长和发展的基本机制。在当今世界出现分裂、形势很不明朗的状况下,它显示出中国致力于促进全球利益的决心。

落实“中部走廊”战略

一带一路倡议与我们长期以来为振兴古丝绸之路所做的努力,也就是我们称为“中部走廊”的倡议有许多共同之处。中部走廊地处一带一路倡议的核心位置,它是一个从中国到中亚共和国的铁路项目,其间会穿越里海,通过阿塞拜疆和格鲁吉亚到达土耳其。项目建成后,它将成为连接欧洲和中国的一条补充路线。

2017年5月14-15日在北京召开的一带一路高峰论坛上,“中部走廊”的战略重要性已得到与会者的重视,并且被写入论坛期间领导人举行的圆桌会议后发表的联合公报。

为了振兴古丝绸之路,土耳其已经在交通、物流、能源和贸易领域开始落实一些具体项目,比如,去年10月30日,巴库-第比利斯-卡尔斯铁路线(BTK)已投入运营。

自2002年开始,土耳其还完成或启动了价值超过2500亿美元的大型基础设施项目,比如,伊斯坦布尔新机场、马尔马雷地铁、亚伍兹-苏丹-塞利姆大桥以及连接欧洲和亚洲的欧亚隧道。

土耳其的下一个目标是完成连接亚洲和欧洲的埃迪尔内-卡尔斯高速铁路项目。另一个大型项目是土耳其的第三座核电站。土耳其正在与中国协商这些项目的建设,我们希望能在2019年结束谈判,为中土关系的发展增添新动能。

总之,上述各领域的发展为土耳其与中国展开富有成果的合作提供了良好的机遇,而且它们也有助于我们两国为全球性事务做出建设性贡献。我们共同的历史和共同的愿景将激励我们为了发展做出更大的努力。衷心祝愿我们两国关系越来越紧密,友谊不断加深。

Focus More on Cooperation in the Fields of Technology and Innovation

Turkey and China, the current representatives of the two most ancient civilizations and once the Western and the Eastern gates of the Silk Road, enjoy a long history of friendship. The two countries’ paths have crossed once again today with the Belt and Road Initiative. The ties between Turkey and China have been elevated to “strategic cooperative relations” as of 2010. Within this framework, a new model of partnership based on mutual political trust, win-win cooperation and increased connectivity is being established.

President Erdogan and President Xi have met two times in July and November, respectively on the sidelines of the 10th BRICS and the G20 summits. The two presidents had in-depth exchange of views on a wide range of issues and reached important consensus for the growth of the bilateral relations. Under the guidance of the two presidents, bilateral cooperation in the various fields has accelerated.

One of the most important developments regarding our relations in this year was the telephone conversation between the two presidents. The fact that President Xi has been among the leaders in which President Erdogan conducts phone diplomacy has offered and will continue to offer a vast amount of crucial  opportunities to the two countries in terms of addressing in depth both the bilateral relations and the global and regional affairs.

Political relations, people to people exchanges, cultural contacts, economic and trade co-operation and Belt and Road Initiative constitute the key pillars of the bilateral relations.

After resuming my duties as the Ambassador in December 2017, my colleagues and I have been on an intensive pace to ensure that our relations with China, which we see as a valuable partner in the globally prominent Asia-Pacific region, develop steadily based on mutual friendship and trust.

With the acknowledgement that the 21st century is the “Asian Century”, several activities were undertaken to further improve our bilateral relations with China in all domains, namely political, economic and cultural. The number of activities undertaken by the Turkish Embassy and the Consulate Generals in China is already approaching 1.000 this year.

The determination of both sides to enhance the co-operation and to elevate the relationship to a new level has been well displayed within this year by a record number of mutual high-level visits.  In this regard, this year alone witnessed nine visits at the ministerial level and ten visits at the vice- ministerial level as well as visits at the level of Deputy Prime Minister and the Speaker of the Turkish Parliament.
Sixty five official delegations from Turkey visited China within the last year on various occasions such as meetings, conferences, seminars and exhibitions. These visits yielded fruitful outcomes, namely twenty six agreement and co-operation MOUs were signed at the governmental level and by the private sector. Throughout the year, Turkish Cuisine weeks were held in Beijing, Shanghai and Guangzhou. Many cultural activities were also carried out such as the Urfa Göbeklitepe Seminar and art exhibitions in Beijing.

We also celebrated 2018 as the Turkey Tourism Year in China with the attendance of the Turkish and Chinese Ministers of Culture and Tourism in the official opening and closing ceremonies. In the first nine months of this year, Chinese citizens visiting Turkey increased by 84 per cent compared to the same period of the last year. We are expecting a historic record at the end of this year with more than 400 thousand Chinese tourists visiting Turkey.

Last but not least, the agreement regarding the reciprocal establishment of Cultural Centers, signed in May 2017 between two countries, has entered into force. Now, we are working on establishing a Yunus Emre Turkish Cultural Center in Beijing which will contribute to improve the friendship between Turkey and China. It will also increase the cultural exchange and provide services to the Chinese who want to have education in the fields of Turkish language, culture and art. Education, especially exchange of students and academic fellows is also an important tool to enhance people to people exchanges. To this end, we have made a great effort regarding the reciprocal scholarships granted.

As regards the economic relations, China is a key trade partner for Turkey. Today, China is Turkey’s largest trade partner in Asia and the second largest in the world. Bilateral trade between Turkey and China, which was 1,1 billion in 2001, is 26.3 billion USD as end of 2017. However, there is a trade deficit on China’s behalf which corresponds to 27.2 % of Turkey’s total trade deficit. We need to create a more balanced trade structure and reach a higher volume of trade.

Turkey’s purpose is two-fold: one the one hand increasing exports to China and narrowing the trade deficit to the possible extent, and on the other hand attracting more Chinese investment.

Against this background, we want to cooperate in a larger scale than what Turkey and China’s existing trade relations offer. We would like to make Turkish exporters and producers more effective in the Chinese market. Therefore, Turkey attached great importance to the China International Import Expo in Shanghai EXPO and participated with a national pavilion with a large delegation headed by Deputy Minister of Trade. Forty three Turkish companies which have established a booth in the EXPO represented “Apparel, Accessories & Consumer Goods”, “Automobile”, “Consumer Electronics & Appliances”, “Food & Agricultural Products”, “High-end Intelligent Products” and “Trade in Services” sector. The Chinese visitors had a great interest in the products that our companies have displayed. Meanwhile, a CEO meeting was organized with the participation of nearly 40 Chinese companies where investment opportunities in Turkey were introduced.

I would like to reiterate that Turkey offers abundant opportunities in a variety of sectors for the Chinese investors. Total number of Chinese companies operating in Turkey reached to nearly 1.000. In fact, Chinese companies have already established successful businesses in sectors such as banking, construction of power plants, infrastructure, IT, mining, agriculture and transportation.

However, there exists an untapped potential. Turkey is one of the most dynamic economies in the world and certainly one of the most profitable places for doing business. Turkey, a G-20 member alongside China, is the 17th largest economy in the world and 6th largest in Europe with a high economic growth trend. Between 2002 and 2017, the average growth rate was 5.8 per cent. In 2017, the growth rate was 7.4 per cent, highest among G20 and second highest among the OECD countries.    
Secondly, having a large human capital consisting of young, educated and well-skilled labor makes Turkey one of the most dynamic economies in the world. The median age in Turkey is 31 and the population increases around 1 million each year.
Turkey also offers great advantages in terms of its proximity to major markets. Turkey has a strategic location at the crossroads of Europe, Asia and Africa; 1.5 billion people and 2.4 trillion GDP in Europe, MENA (Middle East and North Africa) and Central Asia are only at a 4 hour flight distance. Therefore, it is a unique hub to manufacturing, exports and management. Besides, Customs Union with the EU alllows direct access to the EU Market with an extensive Free Trade Agreements network with the African, Middle East, South American and Balkan countries.

Turkey’s value has been appreciated by foreign investors with increasing direct investment flows to Turkey. For the 2003-2017 period, the cumulative FDI inflows have been 193 billion USD and the share of the European countries reached to 74 per cent. Taking into consideration Turkey’s geographical location and economic capabilities in the broader region, Chinese investors can also reach the said markets through Turkey.

On top of these, investors benefit from very advantageous investment incentives which vary based on the scale, sector and the geographical location of the investment.  Incentives in the form of tax relief, discounts on the social security premiums of workers, land allocation or even financial support are offered. The Incentives Program is in effect since 2012, and it has proven very successful in encouraging FDI inflows.

Turkey welcomes investors from China for projects related to infrastructure, port, airport, channel, railway, subway, energy, automobile, mechanical industry, banking and telecommunications.

I would like to emphasize that our goal is to shift production to high-value and high-technology products. In this respect, for the future of our relations, Turkey and China should also focus more on cooperation in the fields of technology and innovation. Information systems, pharmaceuticals, telecommunication, defense and aviation will be the fields of growth in the forthcoming years.

In the five years since its announcement in 2013, Belt and Road Initiative has transformed into one of the largest joint development projects in the history of mankind. BRI can serve as an essential mechanism for inclusive growth and development across the globe. At a time of disunity and ambiguity in the world, it will be a display of determination in taking forward a concrete proposal for advancing global interests.

The BRI has converging aspects with our longstanding efforts to revitalize the ancient Silk Road, namely with our initiative known as the “Middle Corridor”. The Middle Corridor being at the core of the BRI is a railroad project which follows the route from China to the Central Asian Republics, crossing the Caspian Sea and coming to Turkey through Azerbaijan and Georgia. When realized, it will create a complementary route to the existing corridors linking Europe and China.

The strategic importance of the “Middle Corridor” has been emphasized during the “BRI Forum” held in Beijing on 14-15 May 2017 and included in the Joint Communiqué released after the Leader’s Round Table Meeting within the margins of the Forum. 

Turkey has already started delivering on concrete projects in the fields of transportation, logistics, energy and trade for reviving the ancient Silk Road. For example, Baku-Tbilisi-Kars (BTK) Railroad became operational on October 30th last year.

Since 2002, Turkey has also completed or started mega infrastructure projects worth over USD 250 billion such as the New Istanbul Airport, Marmaray Subway, Yavuz Sultan Selim Bridge and Eurasia Tunnel connecting Europe and Asia.

Our next target is to complete Edirne-Kars High-Speed Railway Project to contribute connectivity of Asia and Europe. Another mega project is the third nuclear power plant in Turkey. We have been negotiating these projects with our Chinese friends. Turkey seeks to have a new momentum in relations between China and Turkey by completing these negotiations within 2019.
In brief, all of the above developments in different fields have provided solid opportunities for fruitful cooperation between Turkey and China and our countries are more in tune for contributing constructively to global affairs. Our common history and the visions that we share will encourage us to exert more efforts for development.  May our two countries enjoy growing relations and deepened friendship.
