经贸合作态势良好
格鲁吉亚与中国的双边关系正在蓬勃发展。双方保持密切协调与合作,尊重彼此利益,并在国际层面紧密合作。

2018年11月5-6日,应中国国家主席习近平的邀请,格鲁吉亚总理马穆卡·巴赫塔泽参加了中国第一届国际进口博览会。50多家格鲁吉亚公司也参加了这次博览会,并与中国签定了价值2000万美元的合同。

2018年6月28日,格鲁吉亚与中国的特别行政区香港签署了自由贸易协定。通过与香港签署这一自贸协定,格鲁吉亚将取消96.6%香港产品的进口关税,并且给予香港投资者特殊待遇和与当地投资者同样的安全保障。与格鲁吉亚所签的自贸协定是香港与南高加索地区国家签立的第一个自贸协定。

格鲁吉亚是其所属地区唯一同时与中国和欧盟签署自由贸易协定的国家。该协定涉及到17个领域,包括商品贸易、服务贸易、知识产权和类似电子商务这样的新兴业务。

与上一年相比,2018年格鲁吉亚与中国的贸易额增加了10%,达到了10.3192亿美元,占其对外贸易总额的8.3%。

另外,格鲁吉亚的葡萄酒在中国越来越受欢迎。去年共有695万瓶格鲁吉亚葡萄酒出口到中国,使中国成为其葡萄酒出口的第三大国。40多个葡萄酒酒庄已在北京、乌鲁木齐、兰州、丽水、义乌、诸暨等城市开设了专卖店。

投资优势显著

格鲁吉亚希望在全球经济中发挥更积极的作用,因此,国家非常重视并通过实施大规模改革,为投资者提供了自由税收制度和更加便利的营商环境。这充分表明格鲁吉亚信守向国际投资者敞开大门的承诺。

根据世界银行2019年发布的营商报告,在190个国家中,格鲁吉亚在营商环境便利化一项中排名第六。这说明它已经与美国、新加坡、丹麦、挪威和英国等发达国家并驾齐驱。格鲁吉亚的税收政策简单、高效、公平,税率也很低并且稳定,同时它向投资者提供了自由税收制度,只有六种税,且税率很低。根据世界经济论坛发布的全球竞争力指数,格鲁吉亚是世界上税收负担较轻的国家之一。

在安全方面,根据全球资料库网站(Numbeo)发布的2018年犯罪指数,格鲁吉亚排名第五,可以被视为是世界上最安全的国家之一。此外,根据透明国际全球腐败晴雨表,格鲁吉亚被认为是一个基本上没有腐败的国家。

格鲁吉亚在营商便利化方面的另一个优势就是,为企业提供特殊、简化的行政和注册服务,使企业通过一站式服务即可获得注册所需的全部文件。

旅游业和地产。旅游业是格鲁吉亚经济领域中发展最快的行业之一。在疗养和娱乐度假村方面,最值得一提的就是位于库塔伊西附近的茨卡尔图博度假村的开发项目,那里有国际机场,而且它独特的具有药用疗效的温泉也闻名遐迩。在茨卡尔图博,格鲁吉亚政府将14家疗养院私有化后提供给投资者(可以将它们进一步改建成酒店),并且为发展旅游业,改造了那里的基础设施。开发滑雪和山地度假村也是格鲁吉亚政府的一个优先考虑,包括古道里、泰图尔迪和哥德兹,这些度假村一年四季都可以作为度假胜地。

2018年,格鲁吉亚接待了870万国际游客,创下了历史新高,比前一年提高了10%。旅游业为格鲁吉亚的经济做出了重大贡献。2018年,旅游业的收入超过了33亿美元,比2017年增加了19%。按照格鲁吉亚旅游发展战略,到2025年,游客流量将达到1100万。有必要指出的是,自由的签证管理极大地促进了国际旅游的发展,约95个国家的游客无需签证即可前往格鲁吉亚。我们正在与中方合作伙伴积极探讨深化旅游业发展的可能性。格鲁吉亚已经是中国政府认可的出境旅游目的地(ADS)。我们有充足的理由相信,在接下来的几年里,会有越来越多的中国游客来格鲁吉亚旅游。

劳动力优势。格鲁吉亚的劳动力也非常具有竞争优势,而且绝大多数的年轻劳动力可以讲流利的英语,此外还有许多人可以讲德语和俄语。因此,凭借其语言能力,格鲁吉亚也可以为使用德语和俄语的国家提供劳动力。格鲁吉亚有75所高等院校,120多个职业教育中心,它们每年都能输送大批高质量的专业人才。

其它优势。投资者可以充分利用自由工业区。在自由工业区经营的公司在出口其产品时,除了收入税外,其他税一律免缴。格鲁吉亚共有四个自由工业区,它们分别位于第比利斯、库塔伊西(2个)和波蒂港口附近。格鲁吉亚位于亚洲和欧洲两个大陆之间的战略位置(与格林威治标准时间有4小时的时差)对其出口来说非常有利。格鲁吉亚的公共费用(包括上网费用)也是所在地区最低的一个国家,每平方米约2.5美元。

融资机遇。有投资意愿的投资者可以与“合伙基金”合作,它是一个国家投资基金,其主要目的就是通过参与项目投资,鼓励投资人在格鲁吉亚投资。

生产激励机制。政府推出的“格鲁吉亚企业化”方案激励新企业的建立和支持现有企业扩大经营,其目的就是在全国范围内推广创业文化。负责该方案的业务部门也鼓励境外企业家来格鲁吉亚创业,协助他们成立新企业或对现有企业进行改造和扩建。出口部门则通过增加当地产品的竞争力和能够满足国际市场的产量来提升国家的出口能力。

电影制作支持方案。“格鲁吉亚企业化”方案中还特别有一个“在格鲁吉亚拍电影”计划。格鲁吉亚邀请世界各地的电影制作人充分利用格鲁吉亚独特、多样但尚未开发的环境作为拍摄地点,并为他们

配备了优质的服务、发达的基础设施、灵活自由的工作环境以及来自政府各方面的大力支持。现在,在国际电影制作领域,格鲁吉亚已经成为东欧的热点地区,这一方面是因为“在格鲁吉亚拍电影”为电影产业提供了许多优惠政策,其中包括返还当地合理支出的20%-25%;另一方面则得益于格鲁吉亚丰富多彩的拍摄场景和发达的基础设施。

格中合作紧密

中国是格鲁吉亚最重要的贸易伙伴之一,也是格鲁吉亚获得外国直接投资的一个主要来源国。

格中两国在技术、农业、基础设施和能源领域都有非常密切的合作。特别引人注目的是,中国公司正在参与格鲁吉亚的一些铁路和公路建设。

华凌集团是中国在格鲁吉亚的一个重要投资者,它在2007年就开始了在格鲁吉亚的项目投资。华凌集团已经开发的大型项目有:库塔西自由工业区和第比利斯海洋新城,后者包括华凌第比利斯酒店、华凌第比利斯海景公寓和华凌第比利斯海景广场,即已于2017年开业的零售和批发贸易中心。目前,华凌的在建项目有:位于第比利斯中心的另一家酒店、华凌第比利斯海景公寓二期以及休闲公园和别墅项目。2012年开始,华凌集团又进军格鲁吉亚的银行业,收购了巴斯克银行95%的股份。

● 东方能源公司是中国国家电网公司的子公司,2004进入格鲁吉亚市场。它在位于阿拉扎尼河和桑库斯特斯卡利河交汇处的阿赫梅塔地区拥有季节性调节水电站“卡多里”。该水电站的装机容量为24兆瓦,年平均发电量1亿千瓦时。

● 鲁斯塔维钢铁公司于2014年在格鲁吉亚投资建厂,工厂位于克维莫-卡特利地区。其生产的铁筋混凝土梁在当地市场销售。自2014年以来,工厂的投资规模已达到约1300万拉里,雇用了60名员工。

● 格鲁吉亚矿业有限公司于2010年在格鲁吉亚投资,其矿厂位于伊梅雷蒂地区。该公司的经营业务包括矿产开采和加工,其主要产品石灰石也在当地市场销售。自2014年以来,它的投资额达到大约500万拉里。

一带一路在格鲁吉亚落地

2015年,在一带一路框架下,格鲁吉亚经济和可持续发展部部长与中国商务部部长在北京签署了加强合作共建丝绸之路经济带的谅解备忘录。

2015年和2017年格鲁吉亚在第比利斯举办了两届一带一路国际合作论坛,今年秋天还将举办第三届。我们认为,格鲁吉亚在历史上就是连接欧洲和亚洲的枢纽,因此它是举办与一带一路相关议题对话的极为理想的场所。我们是亚洲基础设施开发银行(AIIB)的创始成员,并且是第一个对其章程表示认同的国家。

在一带一路倡议框架下,促进跨里海运输走廊的发展十分重要,即所谓的中间走廊。格鲁吉亚一直致力于与其他伙伴国共同开发跨里海的国际运输路线。

铁路集装箱运输从2016年就开始使用中间走廊。该走廊仍具有很大的发展潜力,因为与海运路线相比,它明显地缩短了货物的在途时间。中国和欧洲间的货物往返运输还可以通过格鲁吉亚港口与新建的巴库-第比利斯-喀尔斯连接线之间的铁路线。2016年,中国和欧洲之间运输了132个集装箱,2018年已经达到了2021个。还有必要注意的是,从2018年11月28日开始,连云港至伊斯坦布尔定期铁路货运的开通将为中间走廊吸引更多的货物运输。

我们想特别强调的是,格鲁吉亚非常重视一带一路倡议的有效实施。从这个意义上讲,格鲁吉亚和中国所签的自由贸易协定极其重要,因为它意味着格鲁吉亚在欧洲和亚洲之间起到了过境国的作用。

充分利用过境潜能是格鲁吉亚政府的一个优先考虑。为此,政府特别注重改善交通基础设施,提升安全标准和改进物流服务。格鲁吉亚的铁路现代化正在进行中,力争将主要铁路线上的年运输能力从现在的2800万吨增加到4800万吨,同时货物在途时间和运输成本也能大幅度降低。巴库-第比利斯-喀尔斯项目代表着国际铁路运输的一个新的重要方向,它也是区域合作的成功典范。除此以外,还有一些重要的基础设施项目也在建设中,比如东—西高速公路和现代物流中心的建设。港口基础设施的发展有必要单独加以说明。除了计划中的波蒂港扩建项目外,阿纳克利亚深水港也已开工建设(一期预计800万吨),它建成后可以使更大容量的船只通过(比如巴拿马型船只和后巴拿马型船只)。上述项目投入运营后,格鲁吉亚的交通基础设施将能承载和运输更大规模的货物。

此外,进一步加强两国研究机构和智库之间的交流与合作具有十分重要的意义,而文化和教育也是一直以来我们之间互相合作的重要领域。

我坚信,通过我们的共同努力,我们一定能够进一步发展双方的合作和伙伴关系,未来将会见证我们取得的新成就。

Building a new post on the Belt and Road

Good momentum of economic and trade cooperation

Bilateral relations between Georgia and the People`s Republic of China are developing dynamically. Both sides keep close coordination and cooperation, respecting mutual interests, supporting and cooperating with each other at international level. 

On 5-6 November 2018, the Prime Minister of Georgia Mr. Mamuka Bakhtadze participated in the "First International Import Expo / CIIE" by the personal invitation of President Xi Jinping. More than 50 Georgian companies has been showcased at the China International Import Expo and signed contracts with their Chinese partners with total amount of 20 million USD.

On June 28, Free Trade Agreement was signed between Georgia and Special Administrative Region of the People’s Republic of China, Hong Kong. By signing the free trade deal with Hong-Kong, Georgia will eliminate import tariffs on 96.6 percent of its tariff lines for Hong Kong products and will give Hong Kong investors special treatment and other safeguards that are the same as those enjoyed by its local investors. The FTA with Georgia is the first free trade agreement between Hong Kong and a country in the South Caucasus.

We are the only country in the Region with free trade agreements, both with China as well as the European Union. The Agreement covers 17 fields – including commodity trade, service trade, intellectual property and emerging issues like e-commerce. 

In 2018, trade turnover between Georgia and China increased by 10% compared to the previous year and amounted to 1031.92 mln. with the share of 8.3% in total turnover.  

Georgian wine is becoming more and more popular in China. Last year 6.95 million bottles of Georgian wine were exported into Chinese market. China ranks 3rd for Georgia's wine exports. More than 40 Wine Houses have been opened in China’s various cities, such as Beijing, Urumqi, Langhou, Lishui, Yiwu,  Zhuji and etc.

Significant investment advantage
One of Georgia’s main priorities is to play a more active role in the global economy and attention has firmly turned to creating an attractive business environment for international companies in order to succeed in the region.

Through the implementation of extensive reforms to offer investors a liberal tax system and more business-friendly environment, Georgia has illustrated its commitment to opening the doors to the international investor community.

In the recent Doing Business 2019 report by the World Bank, Georgia ranks 6th out of 190 countries on the ‘Ease of Doing Business’ criteria. It stands alongside developed markets, such as the US, Singapore, Denmark, Norway and the UK, among others. 

Taxation is simple, low, flat, efficient and fair: Georgia offers investors a liberal tax system – only six flat taxes at low rates. Georgia is the 8th least tax burden country in the World according to World Economic Forum’s Global Competitiveness Index.In terms of Safety – in Crime Index 2018 published by Numbeo, Georgia stands on 5th position as one of the safest countries worldwide. In addition, according to Transparency International Global Corruption Barometer, Georgia is perceived as an essentially corruption-free destination.

One more point on ease of doing business in Georgia is that we offer a unique and simplified administration and registration service for businesses, which can be utilized to obtain the full range of required work documentation via one-stop-shop organizations.

Tourism and Real Estate:Tourism is among the fastest growing economic sectors of Georgian economy. From the health and recreational resorts, it is worth to mention the development of the resort of Tskhaltubo, which is located nearby Kutaisi, where the international airport operates and well known by its thermal waters with unique medical properties. In Tskhaltubo the Government of Georgia offers investors privatization of 14 sanatoriums (for further development of hotels), as well as development of tourism infrastructure.Development of skiing and mountain resorts is one of the priorities of the Government of Georgia. Among them are – Gudauri, Tetnuldi and Goderdzi. These destinations can be considered as "four seasons" resorts.

In 2018 we reached a record high of 8.7 million international visitors (10% y-o-y growth). Tourism is one of the key contributors to the Georgian economy with more than 3.3 billion USD in 2018 which is 19% increase compare to 2017. According to the Georgian Tourism Development Strategy, inflow of visitors will reach 11 million by 2025. It is noteworthy, that liberal visa regulation greatly contributes to the growth of international travels: visitors from nearly 95countries can travel to Georgia without visa. We are actively working with our Chinese partners to deepen cooperation in the direction of tourism. Georgia has already gained the “Approved Destination Status” (ADS) from the Government of China. We strongly believe that over the following years this will also contribute considerably to the increasing flow of Chinese tourists to Georgia.

– Investors can use free industrial zones. Companies which are operating in FIZ are free from all taxes in case of exporting products, except revenue taxes. There are four free industrial zones in Georgia: in Tbilisi, Kutaisi (two) and Poti, near the port.

Georgia has a strategic location between the two continents (GMT + 4), which allows us to export services in Europe and Central Asia.

– We have competitively priced labor force and a vast majority of younger population speaks fluent English. With a German and Russian languages standing just behind English, Georgia has considerable language skills to provide services to German and Russian speaking countries as well.

– Our 75 higher educational institutions and over 120 professional education centers ensure constant flow of high quality professionals every year.

– Utilities costs (including internet) are one of the lowest in the wide region, approximately 2.5 USD per sq.m.

Co-financing Opportunities:Potential investors have the opportunity to cooperate with the "Partnership Fund", which is a State Investment Fund and its main purpose is to encourage investments in Georgia through participation in investment projects.

Production incentive Mechanism:Government program “Enterprise Georgia“ promote an entrepreneurial culture throughout the country by stimulating the establishment new enterprise and supporting the expansion of existing operations. 

The Business division of the agency promotes entrepreneurial activity in Georgia by supporting entrepreneurs – assisting with the creation of new enterprises as well as the expansion and refurbishment of existing enterprises. The Export division promotes the export potential of the country by increasing the competitiveness of local products and the overall volume of goods directed towards international markets.

Film Production Support Program:“Enterprise Georgia“ implements a Program “Film in Georgia“. Georgia invites filmmakers to explore the unique, diverse and yet untapped filming locations with a readiness to offer top-quality service, developed infrastructure, dynamic and flexible work environment and government support.
The country has emerged as Eastern European hotspot of international production with its film industry incentive “Film in Georgia” offering 20-25% rebate on qualified local spend, diverse locations and developed infrastructure. 

Close cooperation

China is among top trading partners of Georgia and is one of the main sources for foreign direct investments in the Georgian economy. 

Both countries are cooperating more closely with each other in the areas of technology, agriculture, infrastructure and energy. Notably, Chinese companies are participating in building some sections of our railway and road infrastructure.

• Hualing Group is one of the top investors in Georgia, starting investment projects since 2007. Hualing Group has already developed the following large-scale projects: Kutaisi Free Industrial Zone and Tbilisi Sea New City, which includes Hotels & Preference Hualing Tbilisi, Hauling Tbilisi Sea Residence and Hualing Tbilisi Sea Plaza – retail and wholesale trading center, which was open in 2017. Currently, Hualing is developing another hotel in Tbilisi center, second phase of Hualing Tbilisi Sea residence, recreational park and villa project. The Hualing Group has also entered Georgian banking sector in 2012, company acquired 95% shares in BasisBank. 

• Eastern Energy Corporation – Eastern Energy Corporation represents subsidiary company of Chinese state company “State Grid Corporation of China”. The company entered Georgian market in 2004. It owns seasonal regulated hydro power plant “Khadori” which is located in Akhmeta region, between confluences of rivers Alazani and Samkuristskali. Installed capacity of HPP is 24 MW and annual average output 100 million kwh. 

• Rustavi Steel Corporation Company invested in Georgia in 2014. The factory is located in Kvemo Kartli region. Mainly, company produces iron concrete beams that are distributed and sold on the local market. Since 2014 around 13 mln GEL has been invested in the factory which employees around 60 people.

Belt and Road in Georgia

Right from the beginning, Georgia welcomes implementation of President Xi Jinping’s “Belt and Road” initiative that will bolster economic cooperation between East and West. 

In 2015, in the frames of the Belt and Road initiative, MOU on “Strengthening co-construction of the Silk Road Economic Belt cooperation” was signed in Beijing, by the Minister of Economy and Sustainable Development of Georgia and Chinese Minister of Commerce.

Georgia has held two Tbilisi Belt and Road Forum for International Cooperation in 2015 and 2017, Third Forum will be held in autumn this year. We consider that Georgia, as a historic hub connecting Europe and Asia, is a proper place for a dialogue on a Belt and Road related issues. We have also expressed interest and became founding members in Asian Infrastructure Development Bank – AIIB, as well as the first country to approve the Charter of AIIB.

Within the framework of the Belt and Road Initiative, it is important to promote the development of the Trans-Caspian Transport Corridor – so called Middle Corridor. Georgian side had been actively working to develop the Trans-Caspian international transport route together with other partner countries. 

Railway-Container shipments has been carried out through the middle corridor since 2016. The corridor has a great potential because it significantly reduces the shipment time compared to the maritime route. From China to Europe and backwards transportation can be carried out also through the railway link between port of Georgia and the new Baku-Tbilisi-Kars link. In 2016, between China and Europe has been transported 132 and in 2018, 2021 containers. It should be noted that from November 28, 2018, regular railway shipments from the port of Lianyunggang to Istanbul, will enable us to attract additional cargoes in the middle corridor.

Georgia attaches particular importance to the effective implementation of the "Belt and Road" initiative. An important step in this direction is a free trade agreement between Georgia and China, which implies the role of a transit country between Europe and Asia. 

The utilization of the country's transit potential is one of the priorities of the Government of Georgia. In this regard, special attention is paid to improvement of transport infrastructure, increase safety standards and development of logistical services. Modernization of Georgian Railway is currently underway, with an annual capacity of 28 million in the main railway line up to 48 million tons, while shipping time and operating expenses will be reduced. The Baku-Tbilisi-Kars project, which represents a significant new direction for international railway transport is good example of successful regional cooperation. Moreover, Important infrastructural project is underway, the construction of the East-West Highway and the development of modern logistics centers. The development of ports infrastructure should be underlined separately. Apart from the planned expansion projects in the Poti port, construction of Anaklia Deep sea port has started (the first phase envisages 8 million tons), which will enable us to get larger volume vessels (like Panamax and Post-Panamax). As a result of the above-mentiined projects, the transport infrastructure of Georgia will be ready to produce and transport a much larger number of cargos. 

It is important to further strengthen exchanges and cooperation between research institutions and think tanks of the two countries.

Culture and education are also traditionally important areas of our mutual cooperation.

I believe that with the joint efforts we will advance our cooperation and partnership and we will witness the new achievements in the coming years.
