It is hard to overestimate in international relations the importance of long standing tradition of friendship and cooperation. In the third decade of the 21st century relations between Poland and China, established already in October 1949, are defined as a comprehensive strategic partnership and play a significant role not only bilaterally but also in the cooperation between China and the European Union. Their importance is well reflected by intensive and politically meaningful contacts of leaders of our two countries which remained unaffected even by the COVID19 pandemic. The year 2022 has been marked so far by two the presidents’ phone conversations ( the latest on July 29th) and a meeting in person in Beijing on February 6th on the occasion of the opening of the Winter Olympic Games.
Both countries conduct a complex and multifaceted economic cooperation dating back to 1950. In 2021 their bilateral trade turnover exceeded 53.6 billion USD. Main Polish products exported to China in 2021 were copper and articles thereof, wood, car spare parts and accessories, converters, textile machinery, dairy products. But our offer is naturally much wider. Polish industry gained international recognition in such sectors as furniture, green technologies gaming industry, yachts and recreational boats, biotech, nanotech and pharma, medical devices and services, food and agriculture, mobility, cosmetics, fashion and tourism.
Polish – Chinese investment cooperation has been also gaining recently momentum and striving to reach results echoing historical achievements such for example as establishing in 1951 the first joint Chinese – foreign company. Chipolbrok, a Polish – Chinese shipping joint venture registered as number 1 in China, celebrated in 2021 its 70-th anniversary and remains today a source of inspiration for all those who think about advancing business interactions between our countries. For the time being the share of Chinese investors in the overall foreign investment pie is low and in 2019 it accounted only for 3.15 percent of the total investment that year with predilection to acquisitions of existing enterprises and mergers.
According to National Bank of Poland at the end of 2020 the value of Polish investments in China totalled USD 249.3 million (including Hong Kong and Macau). Among the biggest of them there were KGHM, Selena, Davis International, Aero At, Aiut, Sanok Rubber Company, Maflow Poland, Rafako, Famur and Fasing. On another side according to the Polish National Statistics Office by the end of 2020 there were 625 enterprises with Chinese capital in Poland, among them 55 with capital above 1 million USD. The year 2021 was marked by significant progress in the implementation of projects by Guotai-Huarong, Yangtze Optical Fiber and Cable and Capchem. Good examples of successful investments in Poland are TCL Operations, Liu Gong Machinery, Xiangyang Automobile Bearing, China Everbright Environment, Hongbo, Bafang Electric, Nuctech and others. Also some Chinese banks like ICBC, BoC, China Eximbank or China Construction Bank decided to open their branches in Warsaw.
For years Poland has been ranked very high among Central and Eastern European Countries in terms of its investment attractiveness. Last year moved Poland to the 3rd place in the whole European Union and 14th in the world with regard to the inflow of foreign direct investments with the value of 24.8 bln USD (which is a 82% rise year-on-year and 86% in comparison to the year 2019). In the European Union only Germany and Sweden noted higher inflows. The number of greenfield investment projects amounted to 423 (11 percent growth year-to-year) which was the 4th result in Europe and 6th in the world.
Foreign investors appreciate stable economic growth, strong internal demand, geographical and logistic proximity to other European markets, highly qualified and hardworking labour force, improving infrastructure as well as number of different investment incentives. Among new tools investors can find an investment agreement, a special taxation solution enabling them to determine the tax effects of an investment. The agreement is concluded between the investor and the Minister of Finance and aims at providing a binding interpretation of tax legislation. An application to sign such an agreement can be submitted by anyone who is about to invest in Poland at least 100 million PLN (around 22 million USD). Polish Ministry of Finance established Investor’s Tax Service Centre to support key investors planning to launch investment agreement. Foreign investors can also count on the support from the Polish government in the form of grants that are provided on the basis of the Programme for supporting investments of major importance to the Polish economy for the years 2011-2030. Already 3 Chinese investors took advantage of this opportunity and succeeded to save more than 7.5 million PLN (around 10.8 million yuan).
Economic development Poland and the evolution of its industries create great opportunities especially in electro mobility, including production of electric cars batteries; electronics (production sites as well as R&D centres); renewable sources of energy; and logistics, including e-commerce warehouses and logistics centres. 波兰与中国的投资合作一直以来也保持着很好的势头,并努力取得与历史成就相呼应的成果,例如,1951年两国成立了第一家中外合资公司。中波轮船股份公司是在中国注册的第一家波中航运合资企业,2021年它庆祝了成立七十周年。至今,它仍能给予所有致力于推动两国商业往来人士鼓舞和启发。目前,中国投资者在波兰整个外国投资这个蛋糕中所占的份额还比较少,2019年仅占当年外国投资的3.15%,而且中方的投资更倾向于收购和兼并现有企业。
