乌兹别克斯坦:改革中的投资机遇

在乌兹别克斯坦共和国制定的2017-2021年五个优先发展领域的行动战略中,强调宏观经济稳定,积极吸引投资,特别是外国投资,为私营企业发展创造有利条件。这就将提高正在建设中的自由经济区、科技园区和小型工业区的办事效率并继续创建新园区摆在了极为重要的位置。
2019年1月,乌兹别克斯坦共和国总统沙夫卡特·米尔济约耶夫签署了“关于建立安集延制药自由经济区的法令”。根据这一法令,建立这个自由经济区的目的是为了创造吸引投资的有利条件,同时启动高科技制药企业的投资项目,为市场提供优质国产药品,包括当地植物的深加工以及综合高效利用安集延地区的资源和生产力。这些举措能够带来就业机会,从而增加人民收入。
自由经济区发展现状
近年来,乌兹别克斯坦共和国高度重视建立自由经济区及其业务发展。2008年至2016年,全国只有3个自由经济区。在随后的2年多时间里,乌兹别克斯坦总统沙夫卡特·米尔济约耶夫签署了一系列法令和决议,使自由经济区的数量增加至21个。这其中包括10个自由工业区和8个制药区,它们还带动了旅游业、渔业和农业综合企业的发展。
在这些自由经济区里共有629个项目,投资额达36.605亿美元,其中15.44亿美元属于外商直接投资。在这些项目中,158个项目已经进入运营阶段,431个项目正在建设中,还有40个项目尚在审批过程中,投资额为7.21亿美元。158个已竣工并投入使用的项目共投资10.455亿美元,并创造了9746个就业岗位。截至2019年1月1日,这些新落成项目的产值已经达到约6亿美元,生产的产品多达197种。
这些项目涉及的行业包括轻工、化工、食品、电器、现代建筑材料、家具等,这些产品不仅满足国内市场的需求,还出口到国外。迄今为止,这些企业的出口额已达1.94亿美元。
贸易成果
在总统签署的法令中,除了促进和扩大自由经济区经营业务的措施外,还为自由经济区提供了很多优惠条件。这些措施和政策已经为国家经济带来了积极成果。根据乌兹别克斯坦国家统计委员会提供的数据,2018年1月至11月,国家的外贸进出口达286.647亿美元,比前年同期增长了17.6%。其中出口额为113.24亿美元,下降了3.2%,进口额为173.407亿美元,上涨了36.8%,贸易逆差为60.167亿美元。
中国和俄罗斯在乌兹别克斯坦的货物和服务出口中占据了最大份额,占出口总额的37.5%。
乌兹别克斯坦向中国和俄罗斯出口的主要产品是能源和石油产品、化工产品以及食品。
在同一时期,乌兹别克斯坦新增企业和机构5.11万个,比上一年同期增加了1.26万个。
有外资参与的新建企业的分布行业为:工业领域652个,贸易领域594个,建筑业201个,农业、林业和渔业165个,其他行业517个。
中国企业涉足领域
现在,跨区域合作已经成为乌兹别克斯坦实现经济发展的一个重要方向,而与中国的合作则更是重中之重。在上合组织峰会在青岛召开期间,乌兹别克斯坦共和国总统沙夫卡特·米尔济约耶夫与中国国家主席习近平举行了会谈,两位领导人都特别强调了这一点。
在两国领导人的密切关注下,2018年,通过互访,乌兹别克斯坦的10个地区和城市与中国的相关地区和城市缔结为友好地区或城市,并建立了区域间长期合作关系。这为双方的互动提供了更广阔的平台和新的前景,有助于促进相互投资和贸易合作,也加强了彼此在文化、人文和旅游等领域的交流。
双方在石油、天然气、电信行业、交通、纺织、化工及其他领域的合作项目都进展得非常顺利。中国企业参与了乌兹别克斯坦许多新工厂的建设,特别是德卡那巴德钾肥厂和昆格勒苏打厂的建设。
在中国企业家的帮助下,乌兹别克斯坦建起了电器、手机、建筑设备的生产基地。华为在塔什干和乌兹别克斯坦的其他地区设立了20个电信网络开发项目。与中兴通讯合作生产的调制解调器、智能手机等设备在乌兹别克斯坦国内外市场都有极大的需求量。
一带一路上的合作
值得指出的是,乌兹别克斯坦与中国的战略合作伙伴关系为一带一路倡议的贯彻落实创造了非常有利的条件。这一倡议旨在复兴古丝绸之路,它在过去将东西方的文化和社会经济发展联系在一起。而新丝绸之路可成为联结中亚、欧洲和非洲的多个国家的新运输和贸易线路。这些国家的生产总值总和占世界的55%,能源储备更是占到世界储备的75%。因此,一带一路倡议以共同发展为目标,强调命运共同体的理念,其重要意义是显而易见的。
乌兹别克斯坦的发展战略与一带一路倡议有许多契合点,因此,双方可以在战略规划上展开更密切的合作。比如在道路运输、工程建设、通信、工业、能源、农业、旅游业等行业都有许多潜在的合作机会。这些方面的合作项目如果能得以落实,无疑将增加乌兹别克斯坦的出口路径,扩大其出口的地理范围,这与一带一路倡议的理念完全吻合。在一带一路合作框架内,乌兹别克斯坦将积极参与运输和物流线路的开发项目。
中国一直是乌兹别克斯坦亲密、可靠的合作伙伴,两国间的友好关系经历了时间的考验,对此乌兹别克斯坦极为珍视。现阶段,乌中关系又升级为全面战略伙伴关系,双方的合作涉及到政治、经济、贸易、工业、建筑、科学、教育、文化等各个领域。
在青岛上合组织峰会期间,两国领导人举行了会谈和磋商,为进一步扩大双方在政治、贸易与经济、投资、银行与金融、交通与通信、国防等领域的互利战略合作指明了新的方向。
现在,乌中合作得到进一步扩大和加强,合作前景越来越宽广。乌兹别克斯坦在2017-2021年行动战略框架内进行的大规模改革也为两国关系的发展创造了更多的机会。因此,中国企业对乌兹别克斯坦投资意向日益增长。现在有1000多家中国企业参与了对乌兹别克斯坦的投资,100多家中国知名公司在乌兹别克斯坦成立了代表处,以更好地了解当地市场。
中国正在积极参与乌兹别克斯坦经济现代化和多样化方案的实施,特别是在高科技领域。中国企业还参与了乌兹别克斯坦许多新兴工业的建设,并且在乌兹别克斯坦的各类项目上发挥了积极作用。

Number of Free Economic Zones has reached 21 in Uzbekistan

The Strategy of actions on five priority areas of development of the Republic of Uzbekistan in 2017-2021 outlines a number of tasks on strengthening macroeconomic stability, actively attracting investment in the economy and regions, especially foreign ones, creation of favorable conditions for development of private entrepreneurship on the basis of privatized state facilities, socio-economic development of districts and cities. Important in this direction is the ongoing activity on improving the efficiency of free economic zones, techno parks and small industrial zones, creation of new ones.
In January 2019, President of the Republic of Uzbekistan Shavkat Mirziyoyev signed a Decree “On establishment of Andijon-Pharm Free Economic Zone”.According to the Decree, Andijon-Pharm free economic zone is established in order to create favorable conditions for active attraction of investments, for implementation of investment projects on creating high-tech pharmaceutical enterprises, saturating the market with high-quality domestic pharmaceuticals, including based on deep processing of local plant materials, as well as integrated and efficient use of production and resource potential of Andijan region, creating new jobs on this basis and increasing incomes of the population of Uzbekistan.
Indeed in recent years special attention has been paid to creation of free economic zones and development of their activities in the Republic of Uzbekistan. For example, if during 2008-2016 only 3 free economic zones were created in the country, then on the basis of relevant decrees and resolutions of the President of the Republic of Uzbekistan Shavkat Mirziyoyev their number reached 21. Currently there are 10 free industrial zones, 8 pharmaceutical, for development of tourism, fishery and agribusiness.
629 projects worth 3660.5 million USD of which 1544 million USD are directly foreign investments were approved in the FEZ. 158 of these projects have been implemented, 431 are being implemented, another 40 are promising projects. Including for the past period, 158 projects worth 1045.5 million USD, approved by the administrative councils, were implemented and as a result 9746 new jobs were created. As of January 1 of the current year, industrial production from the start-up enterprises reached 4.9 trillion UZS and production of 197 types of industrial products has been launched.
The projects include products of light, chemical, food industry, electrical goods, modern building materials, furniture and other finished products that are in demand not only in the domestic, but also in foreign markets. Enterprises exported products worth 194 million USD.
Regional administrative councils are working on the execution of relevant documents on 40 promising projects worth 721 million USD, entitling them to become a member of the FEZ.
In accordance with the decree of the President on additional measures of activating and expanding free economic zones of October 26, 2016, even more favorable conditions have been created for this work.
Today we can see the positive results of these measures in the country's economy. According to the State Statistics Committee of Uzbekistan, in January-November 2018, the foreign trade turnover of the country amounted to 28664.7 million USD and increased, as compared with the same period last year, by 17.6%. Exports amounted to 11 324.0 million USD (decreased by 3.2 %), the volume of imports – 17 340.7 million USD (growth rate of 36.8 %). The balance of foreign trade is minus 6016.7 million USD.
China and Russia occupy the largest share in the export of goods and services of the Republic of Uzbekistan. The share of these countries in total exports is 37.5%.
The structure of exported goods to China and Russia includes a group of energy carriers and petroleum products, chemical products, as well as foodstuffs.
In this period, the number of newly created enterprises and organizations in Uzbekistan amounted to 51.1 thousand, which is 12.6 thousand more than the same period last year.
If to consider newly created enterprises with participation of foreign capital by types of economic activity, the main part is accounted for industry – 652 units, trade – 594 units, construction – 201 units, agriculture, forestry and fisheries – 165 units and other activities – 517 units.
Today, the development of interregional cooperation is one of the priorities of the Uzbekistan – Chinese relations. During the meeting of the distinguished President of the Republic of Uzbekistan H.E. Shavkat Mirziyoyev and the distinguished President of China H.E. Xi Jinping on the sidelines of the SCO summit in Qingdao, special attention was paid to this issue.
As a result of the great attention of the leaders of our countries, in 2018, during mutual visits, twinning relations and interregional relations of long–term cooperation were established between 10 regions and cities of Uzbekistan, which opened new horizons for a wide range of interaction-the promotion of mutual investment and trade-economic cooperation, the establishment of cultural, humanitarian and tourist exchanges, etc.
Joint projects are successfully implemented in the oil and gas and telecommunications industries, in the field of transport, textile, chemical industry and other areas. Chinese business entities participated in construction of many new industrial enterprises in Uzbekistan, in particular, Dekhkanabad potash fertilizer plant, Kungrad soda plant.
With the assistance of entrepreneurs of China in Uzbekistan, production of electrical products, mobile phones, construction equipment has been established. Huawei has implemented 20 projects for development of telecommunication networks in the city of Tashkent and regions of Uzbekistan. Modems, smartphones and other equipment produced jointly with ZTE Corporation are in high demand in the domestic and international markets.
It is noteworthy that the strategic partnership between Uzbekistan and China creates favorable conditions for the implementation of the project "One belt – One road". This initiative provides for the revival of The Great Silk Road, which in the past linked the culture and socio-economic development of the East and West, the creation of new transport and trade routes between more than 60 countries of Central Asia, Europe and Africa. These countries produce 55 per cent of the world's gross domestic product and concentrated in 75 per cent of the world's energy reserves, which further increases the importance of the project as a measure capable of consolidating the international community around common development goals.
The development strategy of Uzbekistan has many points of intersection with the project "One belt, one road", and the parties can implement closer cooperation in strategic planning. In particular, it defines a number of measures for the development of road transport and engineering and communication sphere. Industrial and investment cooperation, energy, agriculture, tourism and others are also potential areas. Their implementation, of course, will contribute to the diversification of foreign trade routes, expanding the geography of Uzbekistan's exports and, ultimately, will contribute to the implementation of the concept of "One belt, one road".
Uzbekistan supports the project "One belt – One road", initiatives in the fields of transport, trade, investment, energy and high technologies. Within the framework of cooperation, Uzbekistan is actively involved in the development of programs for the opening of transport and logistics routes.
China has always been and remains for us a close and reliable friendly country, a time-tested partner, relations with which Uzbekistan attaches priority. At the present stage, relations between Uzbekistan and China have increased to the level of comprehensive strategic partnership. Cooperation covers all areas of politics, economy, trade, industry, construction, science, education, culture.
The results of the meetings and negotiations held between the leaders of our countries within the framework of the SCO summit in Qingdao determined new directions for further expansion of mutually beneficial strategic cooperation in the political, trade and economic, investment, banking and financial, transport and communication, defense spheres.
Today, broad horizons are opening up for further expansion and strengthening of Uzbek-Chinese cooperation. The large-scale reforms carried out today in Uzbekistan within the framework of the Strategy of actions for 2017-2021 create additional opportunities for the development of our relations.
A striking example is the growing interest of business community of China to Uzbekistan. Today more than 1,000 enterprises with the participation of Chinese investments operating in the market of our country. More than 100 leading firms and companies from the friendly China opened their representative offices in Tashkent for a close study of the Uzbek market.
China is actively participating in the implementation of programs to modernize and diversify the economy of Uzbekistan, primarily the development of industries based on high technologies. In particular, Chinese business entities are involved in the construction of many new industrial enterprises, take an active part in the implementation of large-scale and small projects in Uzbekistan.
